THE COUNCIL OF MINISTERS OF EDUCATION, CANADA (CMEC) is an intergovernmental body providing leadership in policy development, program administration, and research at the pan Canadian and international levels. Located in the heart of Toronto (steps from the St. Clair subway), CMEC is seeking a:


BILINGUAL MANAGER, CONSORTIA

Full-time position, fixed-term contract until July 9, 2027

Current salary range: $77,707 - $100,294

Work arrangement can be remote, in-person, or hybrid

As Bilingual Manager, Consortia, you will report to the Director, Programs, or his designate. You will manage the following portfolios with the support of an administrative officer, independent expert consultants and legal experts, and administrative and corporate services staff:


Copyright Consortium

You will support the consortium, which is composed of all provinces and territories except Quebec, to advance the views of its members on copyright issues related to education, in particular on copyright compliance and fair dealing. French-as-a-first-language and French-as-a-second-language consortia

You will support the two consortia, which are composed of all provinces and territories except Quebec, in the development of web-based French-language curriculum-related materials to support French-first-language and French-second-language instruction. For more information, visit

Key responsibilities

  • Lend strategic thinking to the work of CMEC consortia committees through the development of agendas and meeting materials in collaboration with committee chairs 
  • Facilitate meetings of CMEC consortia committees and ensure appropriate follow-up of action items 
  • Initiate and maintain collaborative relationships with a network of partners and interested parties in provincial, territorial, and federal governments, as well as in regulatory bodies and educational institutions to advance consortia priorities and objectives
  • Promote CMEC- and externally funded projects to interested parties in the French-language education community as well as to those with an interest in copyright matters
  • Ensure broad dissemination of deliverables to the French-language education community as well as to those with an interest in copyright matters  
  • Develop project plans to ensure that deadlines are met and resources are effectively utilized 
  • Proactively identify and resolve factors that impede the achievement of goals
  • Provide financial oversight of the project by planning, allocating, and tracking expenditures for key project activities
  • Prepare briefing notes and other documents on French-language education and copyright-related issues
  • Manage the preparation of the content of public and internal reports for externally funded projects, including working with contractors and legal counsel as necessary
  • Write several types of documents for a range of audiences and in many different formats, for example: web pages, research summaries, reports, requests for proposal, correspondence, and presentations
  • Provide direction to third-party contractors, monitor deliverables, and negotiate or renegotiate contracts as required


Key qualifications 

  • Superior command of French and English, both written and spoken
  • Undergraduate degree or an equivalent combination of education and experience 
  • Knowledge of Canadian education systems
  • Familiarity with government structures and processes, especially in Canada
  • Strong project-management and organizational skills and the ability to complete projects on time and on budget
  • Superior communications skills, in particular the ability to convey complex information to a variety of audiences, including senior management at CMEC, provincial and territorial officials, and deputy ministers and ministers of education ·     
  • Highly developed collaborative, networking, and negotiating skills to work with a broad range of government officials and other interested parties 
  • Ability to exercise discretion and tact in highly confidential and politically sensitive situations
  • Highly developed decision-making and problem-solving abilities 
  • Experience managing a business-unit budget and project budgets, in cooperation with financial services colleagues
  • Experience working with third-party vendors and with all steps in the contracting process
