Vysnova Partners, including DevTech as a major subcontractor, has been awarded the Department of Defense, Defense Security Cooperation Agency’s (DSCA) Assessment, Monitoring, and Evaluation (AM&E) IDIQ Functional Categories 2 and 3. The intent of the project is to assess the merits of US assistance to foreign militaries in several locations including the Sahel, Central America, Colombia, and Indonesia. Team Vysnova looking for qualified candidates interested in national security policy and international development to support the evaluations.
Vysnova is a program management firm specializing in public health, government acquisition, and training and are experts in providing technical services to the CDC, Department of Defense, and the General Services Administration, among others. DevTech is an international development consulting firm with 35 years of experience delivering data driven solutions in monitoring and evaluation, education, and economics. Their clients include USAID and Department of State in addition to multilateral institutions such as the IMF and World Bank. Together, Vysnova and DevTech have worked in over 130 countries world-wide and currently operate in all seven continents. Our two companies, working under the title Team Vysnova, have already been awarded Task Orders 3 and 5 under Functional Category 3, focusing on work in both Institutional Capacity Building and US-led Border Security efforts, respectively.
Senior Analyst: Responsible for ensuring various DoD guidance, processes, and
procedures of the DoD environment are addressed within the evaluation
framework. This researcher should be familiar with DoD environment and doctrine
and should have a firm grasp of the DoD security cooperation environment.
Senior researcher shall also be conversant in theater and/or country clearance
requirements and should be able to interface directly with Geographic Combatant
Command and/or Embassy staff as required.
Incumbent should have 3-5 years of experience related to security
cooperation. The Senior Analyst will
work closely with the Program Manager as well as with the Senior Evaluator to
ensure all tasks under the program are completed.
Specific Duties and Responsibilities:
· Responsible for the
identification, collecting, disseminate to team members documentation related
to the study in preparation for development of questionnaires for one on one
interviews and group interviews to include both quantitative and qualitative
· With other Senior team
members, identify, critically review and synthesize relevant literature to
promote understanding of the planned study.
· Ensure that all
DOD-related guides, procedures and processes are followed in the formulation,
conduct of the evaluation and report preparation consistent with DOD
· Serve as the principle
liaison member with the Client to include Combatant Commands, other key
personnel in the USG related to this study, host country officials – both
military and civilian and others, as may be required.
· Coordinate with the
Team Leader, as necessary, on identifying key informants, key personnel to be
interviewed particularly related to the political, military and other
rationales for undertaking the core areas of the study.
· Perform other duties
as may be assigned related to TO3 or TO5
& Experience Requirements:
· Master's degree in Evaluation Sciences or in development or a
related field, such as Economics, Political Science, Public Administration, or
· Experience in evaluation and performance management of projects;
project management; research methods; and/or project design.
· Experience with US Department of Defense preferred
· Current secret-level security clearance strongly preferred
