Summary of Responsibilities:

The Children and Youth (C&Y) Director oversees the management and supervision of case management services provided by the SAM Jefferson County Children and Youth staff in Jefferson County.  The operation of SAM Children and Youth is responsible for the overseeing linking, referring, and monitoring of services for children, adolescents, and families open for C&Y services.  Operations are conducted in accordance with all existing policies, procedures and regulations and in accord with the Mission and Values of the Company and the Jefferson County Children and Youth Services.


Essential Functions:

·       Coordination and oversight with the Jefferson County Children and Youth Administrator in the operations of the intake department and Jefferson County Children and Youth Manager, Supervisors, and staff.

·       Supervision and oversight of the management and operations of the ongoing and placement operations.

·       Supervision and oversight of the Family Finding Unit.

·       Plan, develop and/or modify agency programs, policies and practices to assure legal compliance and regulations.

·       Monitor and evaluate program operations and interpret agency programs, policies and practices for other community organizations, agency staff and the general public.

·       Recommendations for personnel actions including interview and hiring, promotion, discipline, and time off.

·       Planning and implementation of staff development training programs.

·       Assistance in case planning and decision-making with the supervisory staff, and in the absence of the manager or supervisor, direct assistance to workers in this area.

·       Review of placement decisions involving children/adolescents.

·       Coordination and management of local responses to state mandates for C&Y.

·       Program compliance of case records and documentation.

·       Attendance at boards, committees, and any other relevant and requested meetings.

·       Liaison with the community, service providers, and the Court.

·       Preparation of reports and data as indicated in the SAM contractual agreements, requests from the Jefferson County Commissioners, Jefferson County Children and Youth Administrator, and other relevant parties.

·       Processing of information and distribution to appropriate persons.

·       Oversight of and preparation of state requested reports concerning the department.

·       Participation in local state mandated committees and task forces.


Other Functions:

Other duties as assigned by the Officers of Service Access and Management, Inc.

Minimum Requirements (education, experience, etc.) 

  • Masters Degree from accredited College or University in Psychology, Counseling, Social Work or related field preferred.
  • Three years of experience in an administrative and supervisory capacity in the field of public or private social work, including one year working with children and youth.  
  • Demonstrated computer skills to include Excel or other spreadsheet software, word processing.
  • Demonstrated oral and written communication skills to effectively interact with customers, state, county and other elected officials, providers, judges, courts, advocates, staff, consultants and consumers and their families.


Required Licenses, Certificates or Knowledge:

  • Valid Pennsylvania drivers license and acceptable motor vehicle record check
  • Valid auto insurance
  • Demonstrated knowledge of current best practice in outcome measures and performance contracting techniques related to mental health, developmental disabilities or other human services.
  • Demonstrated knowledge of the public health and developmental disability system in PA.
  • Drug screening clearance
  • Act 33 & 34 Clearances
  • FBI Fingerprint clearance
  • I-9 Verification


Working Conditions:

In office work performing concurrent varied supervisory and management tasks

Daily travel throughout Jefferson County to providers and other human service agencies as well as occasional (weekly) travel to organizations located in surrounding counties with whom we do business.

Safety Hazards of the Job:

Minimal hazards, general office working conditions.  There may, however, be a rare occasion where you could encounter and/or witness someone who may be exhibiting aggressive behaviors..
