About the position: 
WCAC has contracts with the Department of Energy (DOE) and the major local utility companies to install energy conservation measures in low-income homes throughout Central and Southern Worcester County. Each home receives an in-depth inspection by a certified energy auditor to assess conservation needs and the safety and efficiency of the primary heating system. Areas needing improvement are rectified if the home and the occupant meet the criteria of one or more programs.

WCAC's Energy Efficiency team is looking for a full time Heating Systems Specialist to assist with the evaluation and coordination of existing heating systems replacements through funded programs to include retrofitting existing oil, gas, or electric resistance heating systems for energy efficiency upgrades and emergency repairs and installs.

  • High School Diploma or HiSET equivalent required. Associate’s or Bachelor’s degree a plus.
  • Degrees or certificates in HVAC/R courses a plus.
  • Fundamental knowledge of the kinds of heating systems commonly found in regional housing stock.
  • Experience in the conservation or energy efficiency field.
  • Good written and verbal communication skills.
  • Strong analytical and problems solving ability, including practical math skills. Ability to specify and determine heating system repairs, measure homes for heat load calculation and accurately determine sq. footage.
  • Must provide excellent customer service and work cooperatively and effectively with a diverse population.
  • Strong technology skills, knowledge of Microsoft Office and ability to quickly master proprietary software programs.

Special Certification or Documentation:

  • Valid driver’s license and reliable transportation.
  • OSHA 10 Certification.
  • Ability to pass Accurate Background Check required by funders.

Duties and Responsibilities:

  • Attain the knowledge of the technical aspects of Air Source Heat Pump (ASHP), Minisplit’s or Ducted ASHP. Oil and gas boilers, forced hot water, forced warm air, and steam. Ability to attend all required Utility and Heating Emergency Assistance Retrofit Task Weatherization Assistance Program (HEARTWAP) technical trainings.
  • Become fully knowledgeable in all Utility, HEARTWAP and Agency procedures and guidelines, especially with the HEARTWAP Program Guidance published by the DHCD Office of Energy Conservation.
  • Perform Heating System Assessments in accordance with HEARTWAP and Utility Program regulations for homes in the WCAC service area.
  • Evaluate, accurately measure, and assess the scope of necessary heating system repairs or replacements.
  • Evaluate residential homes for ASHP conversions.
  • Develop detailed and accurate work orders and job specifications taking special care to note all unique circumstances and proper head placement for ASHPs.
  • Provide education about all HEARTWAP and Utility sponsored program recipients.
  • Assist in all aspects of the Utility and HEARTWAP Program, including marketing and necessary outreach functions associated with the Energy Programs and Utility sponsored programs such as getting signatures on Landlord/ Tenant Agreements, permission to install forms and landlord approval of work orders which will lead to the successful attainment of all program goals and quotas.
  • Participate in HEARTWAP and Utilities Sub-Contractor’s bidding process.
  • Work with Heating Program Manager to assign work to HEARTWAP and Utility subcontractors and meet with sub-contractors as needed to discuss the work orders and job specifications for the individual homes.
  • Perform initial customer and contractor site visit and go over job details for all ASHP/Mini Split installs.
  • Work with Heating Program Manager to verify work during In Process visits with contractors for All ASHP/ Mini split installs.
  • Mediate Utility and HEARTWAP contractor disputes to the client’s satisfaction whenever possible.
  • Perform a quality control inspection of all work performed by sub-contractors and to ensure that all work meets acceptable quality standards and state codes for all measures.
