About the Relocation Manager Role:

The Relocation Manager is an experienced, highly-organized and self-disciplined Professional that will serve as the Relocation planner, manager and supervisor for concurrently conducted rehabilitations in multiple states. Requirements include due diligence efforts creating and writing the relocation plan for developers; conducting pre-construction activities with the property management team, construction management team, and the general contractor; and execution of the plan relocating residents for a rehabilitation will be supervised through an on-site relocation specialist. This position will hire, resource, formally train and supervise a site relocation specialist for each rehabilitation. This position will directly report to the Director of Construction.

Job Responsibilities:

  • Responsible for each relocated resident’s experience through direct knowledge of each household’s needs with the authority to make decisions to address any immediate concerns.
  • Design, write and execute the relocation plan in accordance with Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (URA, Uniform Act, or Uniform Relocation Act), (Pub. L. 91-646, 42 U.S.C. 4601 et seq), and the government wide implementing regulations found at 49 CFR part 24.
  • Draft and execute project relocation budgets.
  • Collaborate with multiple teams to achieve a successful plan and execution, such as Property. Management Operations, Development, Construction Management, Human Resources, general contractor, and moving company.
  • Conduct the advertising, interviewing and hiring process for a site Relocation Specialist who will be a term employee for the duration of the rehabilitation and relocation period.
  • Overseeing, directing, training and motivating the on-site relocation specialist who will be responsible for the execution of relocating residents to a temporary and then permanent unit.
  • Conduct on-board training for site Relocation Specialist.
  • Obtain a working space for the Relocation Specialist at the construction site. Resource the site Relocation Specialist with appropriate office equipment and information technology needs.
  • Collaborate, communicate and obtain feedback to continue to improve the relocation plan, management and supervisor role, and relocation specialist term position.
  • Professionally interacting with, and either directly, or through the relocation specialist, supervise the work of Vendors and Contractors.
  • Project management, accurate and timely record keeping, and ability to effectively report status and results to senior or executive management.
  • Easily able to travel approximately 65% of the time.

Education Requirements:

  • Bachelor of Science or equivalent
  • Comfortable using Microsoft Office and G Suite.
  • Working knowledge of Federal Fair Housing law
  • Working knowledge of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (URA, Uniform Act, or Uniform Relocation Act), (Pub. L. 91-646, 42 U.S.C. 4601 et seq), and the government wide implementing regulations found at 49 CFR part 24.
  • Familiarization using remote and web based training techniques.

Experience Requirements:

  • 5+ years of multifamily operations experience; or at least 7 years of commercial property operations experience combined with at least 3 years of multifamily.
  • 5+ years vendor management and basic contract negotiation experience.
  • 2+ years’ experience training small groups or people on processes and procedures.
  • 2+ years’ experience working with relocation or moving companies.
  • 2+ year’s experience planning and performing resident relocations IAW URA (highly preferred).
  • 2+ years previous supervisory experience.
  • 2+ years experience with Section 8 communities (highly preferred).
  • Expert level knowledge with construction management systems; preferably Procore.
  • Working level knowledge with property management systems; preferably Yardi.
  • Working understanding of apartment business management principles, including basic budgeting.
  • Working understanding of construction rehabilitation processes.
