East Bay Community Law Center (EBCLC) is a non-profit legal services organization, the community-based clinical program for U.C. Berkeley Law School, and one of the Bay Area’s largest and most effective systems disrupters. With a dual service and teaching mission, EBCLC is a racial justice organization committed to building a culturally diverse workplace, centered on equity. With about 80 staff, 150 law students a year, and a nearly $10 million annual budget, EBCLC is the largest provider of free legal services in Alameda County, providing multimodal, collaborative, and holistic legal services to over 5,000 clients annually and engaging in legislative and policy advocacy at the state and local level.
As EBCLC’s community-centered transactional law practice, CEJ’s mission is to advance people-oriented economic development and empower low-income communities of color to build long-term solutions to poverty in the East Bay through a racial justice and anti-displacement lens. CEJ currently provides free legal education, advice, and representation to underserved entrepreneurs, small businesses, cooperatives, and nonprofits that align with CEJ’s mission, including groups seeking to create organizations that sustain and empower low-income communities and communities of color. The new project manager will contribute to deepening CEJ’s focus on its sustainable business development and community empowerment work and supporting grassroots coalitions and community partners on local and state-level policy advocacy as informed by CEJ’s impacted clients and communities served.
CEJ is seeking a full-time Project Manager to lead and coordinate activities in support of CEJ’s community engagement, partnership, education, outreach efforts, and administrative structure (the “Project”). The primary goals of the Project are to identify and cultivate connections with businesses, nonprofits, and cooperatives that sustain and empower BIPOC communities to close the racial wealth gap and to preserve and produce housing that is affordable for low-income communities of color. The Project Manager will leverage data and expertise from EBCLC’s practices and maintain relationships with BIPOC-led and serving community organizations and groups to inform and strengthen CEJ’s racial and economic justice mission. The Project Manager will work directly with community members, conduct research, present at community forums, coordinate media/communications, and assessment, and keep the Project on course. The Project Manager reports to the CEJ Program Director.
· Identify opportunities to deepen CEJ’s racial justice impact through client recruitment and feedback and by developing and maintaining close relationships with business service providers, community-based organizations and partners, and internal clinics.
· Build partnerships with and coordinate with internal clinics and community partners to identify community needs for “know-your-rights” resources and legal workshops related to small business formation for entrepreneurs of color and entrepreneurs facing barriers to traditional employment.
· Provide community outreach and logistical support to CEJ attorneys during periodic legal clinics and other community workshop activities as directed.
· Develop, coordinate, and implement community outreach and educational materials on community and cooperative business development, tenant associations, alternative land, and housing opportunities, and community benefits.
· Identify and support state and local anti-displacement and affordable housing preservation policies and funding resources, such as the Tenant Opportunity to Purchase Act and the Small Sites Program, that empower tenants and nonprofit organizations to acquire properties with the goal of keeping them permanently affordable. This work may include research, preparing support letters, participating in and coordinating with coalitions, and advocating at the local level.
· Utilize public data and community relationships to identify properties at risk of redevelopment and collaborate with mission-driven community-controlled housing providers such as community land trusts and cooperatives to implement strategies to preserve the properties and prevent displacement.
· Research and draft original articles, policy toolkits, and op-eds about community business development and anti-displacement generally and other topics related to the project’s work, as prioritized and reviewed by Supervisor.
· Create systems to streamline CEJ’s client intake and internal and external referral processes.
· Maintain EBCLC’s client database to ensure accurate accounting of services provided and other information as required for grant or project reporting.
Assist in the recruitment and training of clinical students who will contribute to the Project.
· Additional tasks as assigned by Supervisor.
· Minimum 4 years experience in an administrative, customer service, social or legal services environment; formal education may substitute for the experience requirement.
· Demonstrated proficiency with Microsoft Office Suite, Google Docs, and database software. Able to pick up new computer skills quickly.
· Strong verbal and written communication skills, and comfortable with public speaking.
· Ability to work effectively and non-judgmentally with a diverse range of people, including people with physical, mental, and emotional disabilities, people in crisis, low-income people, people of color, law students, attorneys, and service providers.
· Self-starter; ability to work independently and with little supervision.
· Excellent organizational skills; ability to be detail-oriented, multi-task, and set priorities.
· Ability to work under pressure in an empathetic, patient, and professional manner.
· Community/tenant organizing and/or policy advocacy background.
· Spanish, Mandarin, or Cantonese language skills.
Salary and Benefits:
Starting salary for this exempt position is $66,000 – $74,000, as dictated by the EBCLC salary scale.

Due to COVID-19, all EBCLC employees are currently working remotely. Staff may work in the office if they wish to do so, subject to certain capacity limits and other safety protocols. EBCLC will provide the necessary equipment to fulfill the job responsibilities of working from home.
