Solar Service Technician II
SUMMARY: WinTec Arrowmaker, Inc. is a defense contractor dedicated to providing outstanding program management, engineering, logistics, and operations support to Department of Defense customers. The Solar Service Technician II will troubleshoot, sustain, maintain, install and remove the various components of the Fixed Access Node (FAN) site solar arrays. The Solar Service Technician II shall provide Solar Site Power System Sustainment Personnel to ensure the Solar Site Power Systems are operational to support training system operations 24 hours per day, 7 days per week and provide PMC services for these 15 RCS Sites; while reporting directly to the WinTec Site Lead/Program Manager. *Periodic shift work is required*
ESSENTIAL JOB FUNCTIONS: Responsibilities will include, but are not limited to:
- Apply technical knowledge of electronics principles in determining equipment malfunctions and restoring equipment to its normal operation and applying skill in repairing equipment and evaluating performance and reliability once repairs are made.
- There are four primary components associated with the design solution fielded by the Government. These components are: Photovoltaic Cells/Array (Solar Panels/Array), Energy Storage Solution (ESS) (Supercapacitors), Solar/Charge Controller/Generator Control (Vertiv DC Power Plant), Generator/ATS Systems.

- May be required to travel to remote sites via helicopter when required.
- Develop recommendations for placing TADSS in or out of CPF 11 and provide recommendations based on a thorough analysis of known deployment, and recovery schedules, training schedules, prescriptive training for units’ readiness, and TADSS utilization.
- Communicate the recommendations to the Government and all recommendations shall be staffed with the local Government Representative and PL TSO. CPF 11 may also be initiated by the Government.
- With prior approval may temporarily maintain a TADSS at a different CPF.
QUALIFICATIONS:
- Must be a United States Citizen.
- 3+ years’ experience with PMCS and verification of solar array systems.
- 3+ years’ experience maintaining solar arrays and GFP in Fully Mission Capable (FMC) condition to meet the CMT and CPF requirements for each device and location.
- 3+ years’ experience implementing a Failure Reporting, Analysis, and Corrective Action System (FRACAS) for supported TADSS and the TADSS failures (e.g., failure to achieve applicable CPFs and/or CMT) shall be reported, analyzed, and corrected.
- 3+ years’ experience maintaining items under warranty IAW terms of the warranty and identified by part number, serial number, and location in the ISTS. c) Capture Unique Item Information (UII) or other 2-Dimensional (2D) standard barcode information at the time and location of work performance.
- 3+ years’ experience configuring, initialize, and perform function check of solar arrays, and tower locations, ensure component systems are interoperating IAW technical specifications, and verify the function and operation of a device via TADSS operator and maintenance technical manuals.
- 3+ years’ experience implementing a DMSMS and obsolescence program (e.g., establish a database to manage component and repair part obsolescence, assess component availability, alert the Government of DMSMS and obsolescence issues, and provide recommendations to resolve issues).
- 3+ years’ experience tracking and analyzing solar array components, parts consumption, maintenance trends, maintenance labor cost drivers for life-cycle analysis and reviews, and categorize the device component life cycle (i.e., not functional, major risk, minor risk, and no issue).
- 3+ years’ experience maintaining quantities of solar array hardware in excess.
- 3+ years’ experience capturing user feedback and participate in the coordination and management of user interviews, audits, and surveys; all feedback shall be made available in the ISTS.
- Performs Target Battery testing, replacement and installation on all solar towers.
- Assist with MILES installation and removal when needed for rotations.
- Possess in-depth knowledge and skills in the following:
- Ability to use tools and test equipment to troubleshoot a circuit down to component level.
- Ability to express facts and rationale.
- Experience using Digital Multimeter, soldering tool, Power supply, battery tester, and multiple hand tools.
- Perform preventive maintenance on equipment, troubleshoot, and repair equipment as necessary.
- Perform electrical and mechanical adjustment, remove, and replace failed components, and make repairs on equipment.
- Cross utilize to provide surge assistance to MILES install TESS repair when required.
- Ability to stoop, bend, lift and carry up to 35 lbs.
- Experience with Microsoft office.
- Military background or familiarity with military command and control structures.
- Possess a working knowledge of the organizational interface of military, federal, state, and local agencies.
- Demonstrate time management, problem-solving skills, self-motivation, eagerness to learn, and attention to detail.
- Ability to efficiently react to shifting program requirements and work in a team environment.
- Effectively communicate, both orally and in writing.
SECURITY CLEARANCE: Ability to obtain and maintain ACTIVE DOD Secret Clearance.
