About the Role
The Mid-Level Owner’s Representative/Development Process Manager will lead and oversee development projects, ensuring that the owner’s interests are represented throughout the project lifecycle. This role requires a seasoned professional with extensive experience in project management, from concept to completion, ensuring quality, compliance, and successful delivery.
What You Will Do:
- Lead the development of a thorough facility master plan or oversee the hiring of a consultant for this purpose.
- Evaluate and manage professional services to assess the owner’s needs, informed by due diligence, assessments, or master plans.
- Form and guide a steering committee to address the needs of the owner and community.
- Identify and secure matching funds, including managing bonding programs and exploring other grant opportunities.
- Determine and implement appropriate project delivery methods such as Design/Bid/Build, Design Build, or CM/GC.
- Manage the RFQ and RFP processes for selecting project consultants.
- Facilitate the collection of required information for financing.
- Review and negotiate vendor contracts, ensuring necessary revisions and managing change events.
- Ensure proper insurance and bonding for contractors and subcontractors.
- Oversee and review plans and specifications for suitability, safety, compliance, and budget adherence.
- Manage the review of submittals, RFIs, ensuring efficient responses and proper documentation.
- Implement high-performance design requirements, including energy options and certifications.
- Ensure all necessary permits are obtained and compliance with local regulations.
- Provide leadership in FFE design, bid package development, procurement, and installation coordination.
- Ensure adherence to federal, state, and local requirements.
- Develop and maintain project budgets, ensuring quality and integrity.
- Conduct on-site inspections for workmanship, material quality, code compliance, and project progress.
- Organize, participate, and lead development meetings, providing updates to stakeholders.
- Review and ensure compliance with all test reports and specifications.
- Resolve disputes and manage claims effectively.
- Review progress billings, negotiate revisions, and ensure lien/claim releases are executed.
- Provide up to one year of post-occupancy assistance, including warranty issue resolution and performance tracking.
- Identify and manage additional tasks as necessary.
- Perform miscellaneous job-related duties as assigned.
Supervisory Duties
- Directly: Internal entry-level Owner’s Representative/Development Process Managers, if any.
- Indirectly: Planners, designers, consultants, approval agencies, contractors, suppliers, and other development team members.
Qualifications
- Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or related field
- 8-15 years of experience leading Civil or Building Design, Entitlements, Civil or Building Construction, or a related field. Basic knowledge of project delivery methods and construction processes.
- Extensive knowledge of project delivery methods, design, and construction processes.
- Strong leadership, organizational, communication, and problem-solving skills.
- Proven ability to manage multiple projects and ensure compliance with all regulatory requirements.
- Proven ability to work effectively with diverse personalities and goals.
- Commitment to quality, safety, and client satisfaction.
Physical Requirements
- Frequently required to sit, talk, hear, stand, walk, bend, stoop, squat, and use hands to fingers, handle or feel, reach with hands and arms.
- Must be able to lift and move 50 pounds at a time.
The Position:
The Mid -Level Owner’s Representative/Construction Manager is a full-time, entry-level, exempt position offers flexibility with onsite and hybrid work options.
The salary range for this role is: $120,000 and $150,000.
