HR Staffing Specialist (DEU)
Cameo Consulting Group, LLC a management consulting practice based out of Alexandria, VA, is seeking a qualified and available Human Staffing Specialists to support a prospective Federal client in Arlington, VA. The position is full-time, onsite , and available upon contract award.
TASKS AND DUTIES:
Candidate shall provide the full range of recruitment/staffing duties to produce the following:
- Conduct job analysis, preparing promotion and placement products, and issuing promotion and referral certificates;
- b) Prepare certificates of eligibility;
- c) Develop multiple recruitment strategies;
- d) Determine appropriate rating and ranking of selective factors, develop crediting plans to assess varying degrees of job qualifications, and explain the methodology to management;
- e) Coordinate with and advise DEA managers on technical issues involving federal recruitment and placement actions;
- f) Assist with gathering and compiling data for use in generating responses to the general public and federal employees regarding the Freedom of Information Act (FOIA) and Equal Employment Opportunity (EEO) requests and congressional requests;
- Review applications to determine basic qualifications, adjudicate veteran’s preference and prepare selection certificates to be issued by a federal official;
- h) Apply pay setting calculations for use by a federal official in extending job offers;
- i) As requested, develop and review policies and procedures for existing or new programs, review and analyze new regulatory requirements, plan initiatives and carry out special projects and evaluations, train and prepare HR Specialists and HR Assistants to assist in complex level tasks;
- j) Perform law enforcement pay setting to include accurate conversion of general pay and special pay schedules to the law enforcement pay schedule; k) Develop and reviewing Standard Operating Procedures (SOP) for existing, new, or emerging Staffing Programs;
- l) Develop and build specialized ad-hoc applicant metrics, reports and associated spreadsheets; m) Validate applicant selections;
- n) Interpret and apply laws, rules, and regulations, including Executive Orders, Delegated Examining Unit (DEU) regulations, 5 Code of Federal Regulations (CFR), Vet Guide, and other regulatory guidance;
- o) Ensure Merit System principles are followed in compliance with current federal statutes, rules, regulations, policies, procedures and guidelines issued by OPM, Department of Justice (DOJ), and DEA;
- p) Provide comments to issues that impact HR policy and procedures specific to staffing and recruitment;
- q) Provide guidance and assistance to DEA attorneys, EEO specialists/investigators for settlements and EEO cases, and arbitration;
- r) Respond to applicant and internal customer issues/inquiries;
- s) Review applicant status determinations when challenged by internal/external candidates and manager
QUALIFICATIONS:
- Bachelors Degree preferred
- 4+ years of staffing experience
- Current Delegated Examining (DE) certification
