Scope of Work: OIG Polygraph Examiners provide investigative support to OIG Special Agents conducting all program area investigations. Polygraph Examiners provide valuable support to these investigations by assisting in many investigative steps which may include, but is not limited to;

interviews and interrogations, behavioral analysis interview (BAI) support, statement analysis,and polygraph examinations. Mentor and provide on the job training to all polygraph examiner new hires. Provide OI wide training regarding all elements of the Polygraph Program.

Duties:

a) Demonstrate in-depth knowledge of the USPS OIG mission, Polygraph Program Standard Operating Procedures, Quality Control protocols, operating systems, and databases.

b) Review and analyze case-related documents and materials.

c) Prepare clear, concise, and well-structured reports, including Memorandums of Activity (MOA) and Memorandums of Interview (MOI).

d) Provide oral and written testimony as required for government or USPS OIG proceedings.

e) Conduct polygraph examinations in support of OI investigations and allegations.

f) Perform Quality Control reviews for all USPS OIG polygraph examinations

g) Deliver interview and interrogation support for witnesses, suspects, and victims.

h) Provide BAI and statement analysis services.

i) Travel nationwide to support USPS OIG investigations.

j) Provide training and mentorship to newly hired OIG polygraph examiners, by monitoring their performance and progress, ensuring all work adheres to OIG and NCCA standards.

k) Maintain and facilitate polygraph certification requirements for all USPS OIG examiners.

l) Assist with and/or coordinate biennial Quality Assurance Program inspections conducted by NCCA.

m) Deliver Polygraph Program and Interview/Interrogation training to OI and Audit personnel as requested.

Qualifications: Evaluation Factors:

a) At least 10 years of professional law enforcement experience.

b) Must be a graduate of the basic polygraph course offered by the National Center for Credibility Assessment (NCCA) or by its prior official designations as the Defense Academy for Credibility Assessment (DACA) or Department of Defense Polygraph Institute (DoDPI), AND within the last 10 years, been certified as an active Federal polygraph examiner by an authorized Federal polygraph or credibility assessment program per respective agency and Federal standards and requirements.

c) Must have experience conducting criminal specific polygraph examinations.

d) Must not have been previously decertified, due to substandard proficiency or as a punitive remedy of suspected or confirmed violations of ethical standards.

e) Demonstrate ability to routinely gather key information from interviews/interrogations and effectively communicate findings, both orally and in writing.

f) Proven ability to maintain a high level of attention to detail, ensuring accuracy and compliance with established standards.

g) Demonstrate ability to properly utilize major polygraph systems, to include Lafayette and/or Limestone polygraph systems.

h) Demonstrate the ability to accurately interpret and score polygraph charts utilizing any NCCA approved scoring method.

i) Demonstrate ability to properly formulate valid polygraph questions (Test Question Construction) in accordance with federal guidelines.

j) Strong organizational skills with the capacity to prioritize tasks, manage multiple responsibilities, and consistently meet deadlines while delivering quality results in fast-paced or high-pressure environments.

k) Ability to travel extensively and for extensive periods of time as needed.
