Position Summary

Capital Area Transit System (CATS) is seeking a Facilities and Transit Amenities Manager to manage the maintenance, condition, cleanliness, accessibility, and functionality of agency facilities, buildings and grounds, bus stops, shelters, and other customer-facing transit amenities.

The Manager oversees employees and contractors, establishes inspection and preventive-maintenance priorities, coordinates repairs and projects, and ensures facilities and transit amenities are maintained in a safe, clean, accessible, and professional condition.

Key Responsibilities
  • Manage the maintenance, repair, inspection, and upkeep of agency buildings, grounds, utilities, and assigned facility systems.
  • Establish preventive-maintenance schedules and prioritize corrective and emergency repairs.
  • Oversee the condition, inspection, repair, cleaning, and accessibility of bus stops, shelters, benches, signage, trash receptacles, and other transit amenities.
  • Coordinate resolution of vegetation, trash, graffiti, lighting, signage, accessibility, and other facility or amenity concerns.
  • Prioritize work based on safety, accessibility, customer impact, and asset condition.
  • Supervise, schedule, coach, and evaluate assigned Facilities, Custodial, Buildings and Grounds, and Transit Amenities personnel.
  • Manage custodial, landscaping, repair, construction, and other assigned contractors and vendors.
  • Monitor work quality, productivity, response times, safety, and contractor performance.
  • Maintain accurate work orders, inspection records, asset information, repair histories, warranties, and project documentation.
  • Support facility and transit-amenity renovations, installations, capital projects, and procurement activities.
  • Monitor assigned budgets, materials, vendor invoices, work orders, and project status.
  • Ensure compliance with applicable ADA accessibility, safety, environmental, building, and agency requirements.
  • Coordinate facility and amenity work with Maintenance, Transportation, Risk and Safety, Procurement, and other departments.
Minimum Qualifications
  • Minimum of three (3) years of progressively responsible experience in facilities management, building maintenance, grounds maintenance, construction, property management, transit amenities, or a closely related field.
  • Minimum of two (2) years of supervisory, lead, or management experience involving employees, contractors, vendors, or facilities-related operations.
  • Working knowledge of preventive maintenance, work-order management, facility inspections, safety practices, and basic building/facility systems.
  • Experience coordinating repairs, maintenance activities, contractors, vendors, or facility-related projects.
  • Strong planning, prioritization, documentation, communication, customer-service, and problem-solving skills.
  • Ability to manage multiple priorities and respond appropriately to urgent facility or customer-impacting conditions.
Preferred Qualifications
  • Experience managing facilities, grounds, custodial operations, transit amenities, or similar public-facing assets.
  • Experience with contractor/vendor management and facility or construction projects.
  • Knowledge of ADA accessibility requirements applicable to facilities and public spaces.
  • Experience with computerized maintenance/work-order or asset-management systems.
  • Relevant facilities, trade, construction, or project-management certification.
Additional Requirements
  • Ability to work variable hours, weekends, holidays, and respond to urgent facility or transit-amenity issues as operational needs require.
  • Ability to work in facilities, field locations, and outdoor environments in varying weather conditions.
