This position will work with Providence’s clients to identify, scope, and manage environmental review, permitting, and compliance projects, provide technical advice and support, help build and maintain client relationships and pursue business development opportunities for impact analyses, regulatory compliance, and National Environmental Policy Act (NEPA) services in various environmental sectors.

The successful candidate will work frequently with federal, state, and local government officials; non-governmental organizations; regulatory staff; resource managers; other industry representatives; technical resource experts; and other non-governmental entities.  

They will also be responsible for NEPA-related business development, including developing relationships with key clients, seeking opportunities to assist these clients with permitting projects, and managing the preparation of proposals for such work.

This position will also work with multidisciplinary Providence project teams to manage and support the development of environmental review documents and permit applications.

The position requires the ability to gather, analyze, and assemble data necessary to determine environmental impact associated with multidisciplinary projects, both public and private.  The candidate should have experience in preparation of Environmental Impact Statements, Environmental Assessments, Biological Assessments, Categorical Exclusions, Section 4(f) Documents. Environmental Justice Analysis, and, if in Louisiana, Environmental Assessment Statements.

The successful candidate must also:

-   Review and respond to agency and public comments

-   Prepare final and/or supplemental reports based on comments received or upon project changes in project scope(s).

-   Coordinate with federal, state, and/or local agency representatives

-   Be knowledgeable of federal and state environmental regulations and policies

-   Prepare or supervise preparation of reports and exhibits documenting results

-   Review and provide expert advice and comments on draft NEPA documents written by others

-   Attend, participate and provide updates on NEPA projects at public and agency meetings

-   Review/Draft Environmental Assessments (EAs) Environmental Impact Statements (EIS), Findings of No Significant Impact (FONSI), Record of Decision (ROD) and the ability to communicate, interact, and coordinate with staff and subcontractors as necessary to obtain information required to complete NEPA documentation

-   Prepare or supervise preparation of Environmental Assessment Statements as required for various Louisiana Department of Environmental Quality permit applications

-   Prepare or supervise preparation of Environmental Justice Analysis documents

Qualifications

-   Bachelor’s Degree or higher in Engineering, Environmental Science, or related Environmental discipline

-   Minimum of 3-5 years of relevant experience

-   Significant NEPA knowledge including EAs, and EISs

-   Working knowledge of environmental compliance and resources (air quality, biological resources, cultural resources, geology and soils, hazardous and toxic materials, health and safety, infrastructure and transportation, land use, noise, socioeconomics, water resources and cumulative impacts)

-   Ability to analyze environmental documents, recommend courses of action to solve problems, meet customer needs, expectations, and shifting priorities/timelines

-   Must be able to perform duties accurately and independently and to prioritize tasks and meet deadlines

-   Experienced in the use of Microsoft software such as Word, Excel, Publisher, Project

Minimum Requirements:

-   Knowledge of National Environmental Policy Act and Council on Environmental Quality regulations for implementing NEPA

-   Successful completion of NHI Course (FHWA-NHI-142052): NEPA and the Transportation Decision Making

-   Experience preparing and/or reviewing Categorical Exclusions, EAs, FONSIs, EISs, and/or record of decisions to ensure compliance with NEPA

-   Must be able to communicate effectively both orally and in writing. Must be able to collect, organize and present information in report format.
