SUMMARY: The Health Informatics and Quality of Care Manager demonstrates an advanced level of policy and clinical knowledge, sound clinical judgment and competency, technical competency with clinical information system applications and workflows, professionalism as it relates to interpersonal and general communication skills, experience in supporting the policies and workflows surrounding timely and compliant documentation, and personal responsibility for ongoing professional development, current practice trends and competency validation. Must have a strong foundation in the utilization of an electronic health record and clinical quality assurance in practice and a responsibility for ensuring an environment of safe quality care.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Serves as a liaison among clinical leaders and end-users with a focus on consistent and ongoing customer support in order to achieve accuracy, efficiency, and satisfaction, when using any electronic systems for documentation, data, and any other electronic system utilized by clinical persons.

2. Attends application technical training and achieves and maintains training in all corporate designated application modules.

3. Ensure all software upgrades are implemented and tested within a reasonable timeframe.

4. Guides all staff including medical providers in the translation of clinical data into the electronic health information systems to achieve desired Quality Improvement Measures for MIPS reporting, HRSA reporting, billing accuracy, 3rd party payer measures, and clinical workflow from patient check in to check out.

5. Monitors UDS changes each year and proactively plans to make workflow or technical changes to continue meeting UDS goals

6. Becomes expert in all data/reporting systems

7. Develop robust training curriculums for all disciplines (e.g. patient access, medical assistance, billing and providers) to meet the internal and regulatory reporting requirements.

8. Coordinate with HR to schedule new employee orientation training and recommend users for re-training when necessary.

9. Analyzes documentation to ensure Meaningful Use and JCAHO requirements are met.

10. Participates in other clinical application design, validation, testing, staff education, and go-live support. Must have the ability to work flexible hours during go-live including weekends and nights.

11. Researches and recommends incorporation of findings from evidence-based research into clinical practice. Designs, develops and implements technologies that assist in point-of-care documentation.

12. Collaborates with end-user to identify and correct problems within EPM, EMR, DMR and pharmacy POS.

13. Provides in-depth education to a variety of audiences (clinical staff, patients, student, residents, IT partners) through project collaboration, one-on-one sessions, small group demonstrations.

14. Serves as the primary contact for the support of ongoing clinical operations; works with end-users to define system requirements and understand business needs.

15. Monitors application use, system performance, hardware and software reliability and report any technical difficulties to management and interdisciplinary clinical informatics team immediately.

DESIGNATED QUALITY OF CARE MANAGER

16. Responsible for on-going cohesiveness of the clinical teams

17. Helps with defining performance improvement measures throughout the clinics/organization

18. Coordinates and administers the QI/QA program for the organization

19. Coordinates sub-committees for QI/QA program as needed

20. Maintains direct access to Joint Commission documented insights, tools, and resources

21. Focus quality improvement in areas needing attention using defined QI tools

22. Directs or supports quality improvement projects for the organization

23. Identifies opportunities for the development of new care management approaches especially when quality is improved or revenue is increased

24. Works closely with Medical Director/CMO to optimize clinic quality and better patient care

25. Maintains clinical knowledge base to keep abreast of updated clinical practice guidelines and how that relates to care in the organization

26. Reviews ways to save money and use resources wisely

27. Ensures that all operational processes are in compliance with all federal, state and accrediting body standards

28. Pulls, puts together, and presents board reports to some leadership staff

29. Is the expert on reporting for the organization related to data – including grant submissions, HRSA submissions, and any other regulatory needs

30. Audits and monitors clinic performance to ensure quality care being provided

31. Works closely with risk management, compliance, and HR to provide quality measure inputs on all facets of the organization

32. Performs additional duties as assigned.

QUALIFICATION REQUIREMENTS:

Experience translating customer requirements into system design specifications. Ability to assess learning needs and match to the most effective education methods.

EDUCATION AND EXPERIENCE:

Bachelor’s Degree in Nursing with 3 years’ experience, preferred

Associates Degree or Certification in Health Information Management 3-5 years of experience contributing to a clinical information system implementation cycle in areas such as design, workflow analysis, build, training, implementation and support in an ambulatory or hospital setting, preferred.

Minimum of 1-2 years of recent EMR experience in a clinical care setting.

OTHER SKILLS AND ABILITIES:

Ability to lead change in a complex healthcare environment and promote the understanding and effective use of information technology across departments.

Experience authoring training materials and leading training sessions in a variety of formats.

Excellent communication skills at the verbal, written and presentation level. Proven ability to communicate effectively with technical and non-technical staff.

Proficiency with the Microsoft Suite of products (such as Outlook, Word, Excel, OneNote).

Experience working independently with a strong focus on customer service.

Demonstrated job-related experience and/or commitment to diversity in the work/academic environment.
