Job Description:

WCAC seeks to hire a Accounts Payable Clerk to join the payments team to complete vendor payments for the heating assistance program, LIHEAP.  This includes entering data for individual fuel deliveries, updating annual consumption data and serving as a liaison between vendors and clients in order to facilitate the remediation of heating emergencies in a swift and timely manner.

This is a full-time position offering an excellent benefit package including health, dental, vision, life, 403(b) retirement plan with Agency contribution, flexible spending account, paid holidays, vacation, personal and sick time.

Qualifications:

  • High School Diploma or equivalent required. Bachelor’s degree preferred.
  • Strong analytic and computer skills including knowledge of Microsoft Office.
  • Ability to learn the program procedures, regulations, and systems utilized within the Agency.
  • Good written and verbal communication skills.
  • Excellent customer service skills
  • Bilingual ability a plus.

Duties and Responsibilities:

  • Communicate program and payment information to vendors and clients by obtaining billing, performing calculations, checking for uniformity, and sending eligibility notifications and commitments to vendors.
  • Serve as a primary telephone contact with program energy vendors in authorizing emergency fuel deliveries and services and responding to vendor inquires.
  • Be knowledgeable about our energy vendors’ billing systems to determine allowable payments as mandated by LIHEAP eligibility requirements. 
  • Assist in the development and management of vendor delivery and services authorization system, including the maintenance of appropriate logs, records, and files.
  • Assist in the development of emergency system for prioritizing and expediting services to participants experiencing heating emergencies.
  • Compile regular statistical and fiscal reports on financial obligations to vendors.
  • Support donated funds/emergency payment process as needed.
  • Be knowledgeable about our federal and state Energy Assistance programs and LIHEAP eligibility requirements.
  • Be knowledgeable about our agency’s system for processing fuel assistance applications from intake through certification.
