BSA & Security Officer


BSA and Security Officer is responsible for management of fraud detection systems, ensuring New Tripoli Bank is in compliance with FinCen Regulations, USA Patriot Act, Bank Secrecy Act and other federal programs related to suspicious activity. Have knowledge of BSA and related anti-money laundering and OFAC regulations and due diligence of compliance. Administer the Bank’s Vendor Management Program. Have the ability to proactively identify and assess concerns and risks, and the ability to work independently and with the utmost confidentiality.

  • Responsible for administering all aspects of the Bank Secrecy Act laws, regulations and rules governing operations and product offerings and Federal regulatory expectations. Informs and educates appropriate personnel and the Board of Directors of all compliance responsibilities.
  • Establish and maintain appropriate SAR investigation, review and reporting processes that promote consistent decisions with in-depth investigation and research.
  • Responsible for ensuring all required regulatory reporting is conducted in a timely, accurate, and compliant manner, including the filing of Currency Transaction Reports (CTRs) and Suspicious Activity Reports (SARs).
  • Review all OFAC and FINCEN program updates and notify federal authorities of any matches.
  • Familiarity with Verafin BSA reporting program a plus.
  • Participate in exams and audits and oversee corrective action of all related compliance deficiencies or violations.
  • Stay abreast of and analyze developing industry and compliance trends, scams or schemes, and changes to laws and regulations pertaining to BSA.
  • Maintain a list of exempt and high risk/watch list customers.
  • Perform enhanced due diligence on money service businesses (MSBs), politically exposed persons (PEPs), ATM owners, and other high-risk customers.
  • Process 314(a) & 314(b) requests, OFAC certifications, renewals, etc.
  • Acts as liaison to internal auditors, external regulators, other financial institutions and law enforcement agencies.
  • Strong communication skills are essential; must be able to effectively communicate across all areas of the organization and work effectively as part of a team.
  • Perform annual risk assessments and Due Diligence reviews.
  • Perform all other duties as assigned.

Security and Risk
Evaluates, recommends, and ensures the implementation of established security procedures by performing the following duties:
  • Maintains an awareness of and ensures compliance with all federal and state laws and regulations.
  • Continually reviews existing security programs and makes recommendations for improvement; initiates new security measures to ensure safety of bank personnel and to protect the assets of the bank.
  • Provides ongoing employee training for incident and robbery response procedures under the security program.
  • Ensures the effective operation and maintenance of the bank’s security equipment and devices.
  • Responsible for the following branch security audit functions:
    • Surprise audits of teller drawers, ATMs and vault counts
    • Weekly camera checks
  • Maintains working relationship with all law enforcement agencies.
  • Works closely with Senior Team in responding to and investigating situations of identity theft/fraud to mitigate bank and customer losses.
  • Keeps employees informed of latest security scams, area incidents, generalized threats.
  • Delivers Security reports to Senior Management and Board of Directors on quarterly and annual bases.
  • Manages the Bank’s Vendor Management Plan, including reviews of vendor information-access levels and compliance with established retention and confidentiality standards.
  • Perform all other duties as assigned.
  • Bachelor’s degree and 3 years previous experience in BSA Compliance, and/or combination of education and experience required.
  • Knowledge of regulations and requirements as they relate to the financial services industry with an emphasis in AML, BSA, US Patriot ACT, OFAC & FACT Act and other regulations.
  • Knowledge of emerging risks, new or amended laws, regulations and agency guidance related to these areas.
  • Strong verbal and written communication skills, professional presentation, organizational skills and a proactive customer service approach are required.  This position requires the ability to clearly and consistently communicate with customers, employees, senior management and the Board of Directors.
  • Flexibility to travel between Bank offices required.
  • Team player, but also has the ability to work independently.
  • Proficient in the use of Microsoft Office.
