The purpose of this effort is to acquire professional, scientific and technical support services for the 711th Human Performance Wing (711 HPW), Airman Systems Directorate (RH), Warfighter Optimization Division (RHM), Department of Biomedical Impact of Flight (RHMF) and respond to the need for data abstraction support for a research study related to the use of enteral feeding during Critical Care Air Transport (CCAT) patient movements. Performance shall be according to the requirements contained in this Performance Work Statement (PWS).
2.0 DESCRIPTION OF SERVICES
This effort includes tasks and activities to be performed by the contractor to support the abstraction of retrospective, CCAT patient data for analysis within the research study. Support shall require contractor personnel to interface with 711 HPW staff. Contractor assistance under this task order shall be for use by Airman Systems Directorate at Wright-Patterson Air Force Base in Dayton, Ohio. Furthermore, the contractor shall meet the requirements of this delivery order with the professional support and technically qualified personnel to assist in areas required to meet the stated objectives and to accomplish the work required.
2.1 Medical Research Support/Clinical Research Investigation Studies Support: The contractor employee shall possess a minimum of a bachelor in science in a medical field, data management, or comparable. The contractor employee shall be professional, detail oriented, possess excellent communication skills. The contractor shall have the ability to work in a team environment and be able to complete assigned tasks accurately, timely, and independently or with minimal guidance from the project lead. Prior military experience or previous experience working in a military environment desired. Experience in military aeromedical evacuation (AE) and CCAT is preferred. Familiarity with the U.S. Air Force culture and policy is desired. Desirable elements will be considered strengths.

2.2 Data Abstraction Support:
The Data Abstraction support personnel shall be responsible for supporting the research study related to enteral nutrition in the ground and CCAT deployed environment with the 711 HPW/RHMF staff. This will include the ability to work with the 711 HPW/RHMF staff and other 711 HPW data experts as a team, as well as other United States Air Force (USAF) and Department of Defense (DoD) experts in the field as directed. The contractor shall assist in the systematic collection, aggregation, coding, entry, storage, retrieval, and reporting of relevant patient data from DoD clinical databases.
2.2.1 The contractor shall have the following experience levels:
188.8.131.52 Proficiency working with clinical databases and information technology including Microsoft software programs such as Access, Excel, Outlook, PowerPoint, and Word.
184.108.40.206 Familiarity with DoD electronic military health record databases such as the Transportation Command Regulation and Command & Control System (TRAC2ES), the Theater Medical Data Store (TMDS), or the DoD Trauma Registry (DoDTR) to include familiarity of medical terminology.
220.127.116.11 Familiarity with research processes, including Institutional Review Board (IRB) and Data Use Agreement (DUA) approvals (CITI training current and follow HIPAA and IRB requirements).
2.2.2 The contractor shall perform the following tasks:
18.104.22.168 Work with aeromedical evacuation personnel; communicate with, foster, and maintain effective working relationships for support and coordination within the 711 HPW, and all other internal and external project partners and stakeholders.
22.214.171.124 Interface with the Principal and Associate Investigators for guidance and direction to ensure the accurate systematic collection, aggregation, and coding of patient data to include demographic, incident, treatment, and outcome data for patients throughout the En Route Care continuum.
126.96.36.199 Support the research efforts of principal investigators on the En Route Care research team through data extraction/collection, coding, evaluation, and quality control as well as creation of spreadsheets of the data elements.
188.8.131.52 Apply research and quality improvement principles and expertise to execute project accomplishment through the various phases of the project cycles, including performing clinical data abstraction and assisting in the division of labor for extraction and coding.
184.108.40.206 Review comprehensive data relating to AE patients throughout the continuum of care; verify and update the information as required; interpret, analyze and make coding decisions in accordance to defined rules and guidelines as specified; compile and enter data; review and analyze data for quality assurance and inter-rater reliability; and identify and correct inaccuracies, inconsistencies, and discrepancies in medical records, coding and abstraction.
