ADMINISTRATIVE ASSISTANT TO THE TOWN MANAGER

The Town of Oxford is seeking a qualified candidate to fill the position of Administrative Assistant to the Town Manager. As an executive level support position, the Administrative Assistant will be responsible for a large amount of complex, confidential, administrative and secretarial work as well as formal correspondence.

This position is responsible for maintaining a cooperative working relationship with fellow employees to assure the smooth operation of the municipal government. This is a full-time, 40 hour per week, non-exempt position with full benefits.

Qualified candidates must demonstrate a high degree of flexibility and adapt to changing priorities, independently complete projects, have strong command of Microsoft Office programs and be a self-starter. Preferred candidates will have a prior municipal experience and a minimum of a Bachelor's Degree or an equivalent combination of education and experience.

ADMINISTRATIVE ASSISTANT TO THE TOWN MANAGER

SUMMARY

The Administrative Assistant to the Town Manager's primary purpose is to support the Town Manager in carrying out their duties and responsibilities to the ultimate benefit of the Town of Oxford. Responsible for planning, organizing, directing, and coordinating the affairs of the Town in areas not directly the responsibility of others; and for assisting the Town Manager in implementing policies, procedures and projects for the general direction of Town affairs.

Responsible for a large amount of complex, confidential, administrative and secretarial work as well as formal correspondence on behalf of the Town Manager. Work is performed under the supervision of the Town Manager and Assistant Town Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES

 •        Function as liaison for the Town Manager with other Boards, Committees, and Commissions in and for the Town of Oxford, including facilitating communication among town boards; communicating at the regional, county, state and federal levels; and providing assistance to town boards and officials.

 •        Serve as liaison for the Town Manager to residents of Oxford, business owners, and others with business before the Town of Oxford.

 •        Investigate and process all complaints with the proper Town Departments and present a summary of said complaints and their resolutions.

 •        Responsible for a significant amount of formal writing, electronic and telephone correspondence, and constituent casework resolution.

 •        Demonstrates a high degree of flexibility and adaptation to changing priorities and can independently complete important projects and plans as directed.

 •        Maintains records of the office and handles requests for information from the public, the press and other departments.

 •        Responsible for assisting with Board of Selectmen meetings, including preparation of pre-meeting materials, preparation of meeting packets, and post-meeting follow up items.

 •        Assist with Town Meeting preparation, including preparation of the Annual and Special Town Meeting and Annual Budget and related presentations.

•        Responsible for the management of departmental expenditures.

•        Responsible for maintaining a cooperative working relationship with fellow employees to assure the smooth operation of the municipal government.

•        Assist in compiling materials for grant applications and maintaining accurate grant records.

•        Assist in the management of contracts and agreements.

•        This position will also assist the Board of Selectmen' s Office upon request and performs similar or related work as required or directed.

 DESIRED MINIMUM QUALIFICATIONS

•       Bachelors Degree or four years of post-high school training in business, public administration or related field.

•        Three to five years of progressively responsible administrative experience.

•        Knowledge of municipal management, municipal government, programs, community problems and decision-making processes.

•        Knowledge of Town organization and functions.

•        Knowledge of the relationships within local government and other levels of government.

•        Commitment to public service.

.        Strong interpersonal and communication skills.

•        Strong working knowledge of Microsoft Office Programs.

SUPERVISION RECEIVED

Work is performed independently, under the direction and guidance of the Town Manager and Assistant Town Manager.

 SUPERVISION GIVEN

Supervise any additional personnel as directed by the Town Manager, including Clerks, volunteers, and interns.

WORK ENVIRONMENT

Work is performed under busy office conditions with regular interruption. Employee needs to attend meetings and events during the day and evening. Noise and light levels vary.

PHYSICAL DEMANDS

Minimal physical effort is generally required to perform administrative duties; the employee is frequently required to stand, walk, sit, speak and hear, use hands to operate equipment. Vision requirements include the ability to read and analyze documents and to use a computer.

TRAVEL

Valid driver's license required. Local travel is expected for this position.
