DoD Assessment, Monitoring, and Evaluation (AM&E) TO3 Positions

Vysnova Partners, including DevTech as a major subcontractor, has been awarded the Department of Defense, Defense Security Cooperation Agency’s (DSCA) Assessment, Monitoring, and Evaluation (AM&E) IDIQ Functional Categories 2 and 3. Vysnova is a program management firm specializing in public health, government acquisition, and training and are experts in providing technical services to the CDC, Department of Defense, and the General Services Administration, among others. DevTech is an international development consulting firm with 35 years of experience delivering data-driven solutions in monitoring and evaluation, education, and economics. Their clients include USAID and Department of State in addition to multilateral institutions such as the IMF and World Bank. Together, Vysnova and DevTech have worked in over 130 countries worldwide and currently operate in all seven continents. 

Our two companies, working under the title Team Vysnova, have already been awarded Task Order 3 under Functional Category 3. TO3 will require Team Vysnova to provide a broad range of technical expertise to evaluate the effectiveness of a wide range of security cooperation missions and initiatives throughout the DoD, including planning and conducting evaluations. Specifically, the Team will conduct evaluations of US-led Institutional Capacity Building (ICB) programs in case of study countries including Ukraine, Indonesia, and Colombia.

We are looking to fill the following positions, both full and part-time:

 

- Senior Evaluator: Responsible for functioning of all technical evaluation activities. This includes providing relevant technical guidance, conducting field work and research, overseeing evaluation design & execution, and ensuring evaluation meets all Department of Defense guidelines and policies. Master's degree in Evaluation Sciences or in development or a related development field, such as Economics, Evaluation Sciences, Political Science, Public Administration, Business Administration, or other discipline related to development assistance required.
10 years’ experience in evaluation and performance management of projects; project management; research methods; and/or project design. SECRET security clearance.

 

- Senior Evaluation Methodologist: Responsible for functioning of evaluation methodology and design. This includes providing relevant technical guidance, identifying and executing appropriate agreed upon methodology, and conducting field work and research.  Master's degree in Evaluation Sciences or in development or a related development field, such as Economics, Evaluation Sciences, Political Science, Public Administration, Business Administration, or other discipline related to development assistance required.
Possesses experience in conducting project monitoring and program evaluations, surveys, assessments, and data analysis.
Possesses knowledge of international best practices on project design, implementation, evaluation and learning, as well as excellent interpersonal, writing and presentation skills. SECRET Security clearance.

 

- Senior Analyst: Responsible for ensuring various DoD guidance, processes, and procedures of the DoD environment are addressed within the evaluation framework. This researcher should be familiar with DoD environment and doctrine, and should have a firm grasp of the DoD security cooperation environment. Senior researcher, along with the program manager, shall also be conversant in theater and/or country clearance requirements and should be able to interface directly with Geographic Combatant Command and/or Embassy staff as required. Master's degree in Evaluation Sciences or in development or a related development field, such as Economics, Evaluation Sciences, Political Science, Public Administration, Business Administration, or other discipline related to development assistance required. Experience with DoD policies and procedures; SECRET security clearance.

 

- Research Assistant: Provides the evaluation team with support organizing field data collection in the mission area, including logistics support, and will also participate in field data collection. Reuires Bachelor's Degree in Evaluation Sciences or in development or a related development field, such as Economics, Evaluation Sciences, Political Science, Public Administration, Business Administration, or other discipline related to development assistance required. 5Years' of DoD or DoS experience and SECRET security clearance.

 

- Junior Researcher: Works with the senior researcher to provide basic research support, writing, interview questions, and other key support areas of evaluation process. Requires Bachelor's Degree in Evaluation Sciences or in development or a related development field, such as Economics, Evaluation Sciences, Political Science, Public Administration, Business Administration, or other discipline related to development assistance required. 2 Years' of DoD or DoS experience and NACI clearance.

 

- Tech Writer IV: Drafts and edits material used in evaluation reports and other written products to be developed during the task order. Requires Bachelor's Degree in Evaluation Sciences or in development or a related development field, such as Economics, Evaluation Sciences, Political Science, Public Administration, Business Administration, or other discipline related to development assistance required.
5 Years' of DoD or DoS Experience, SECRET security clearance.

 

- Junior Administrative Assistant: Provides administrative assistance to PM for logistics, scheduling, tracking deliverables, and other support activities. Requires Associates Degree and Proficiency in MS Office applications, NACI clearance
