Sales Manager - Solid Waste

EXECUTIVE PERSONNEL SERVICES INC Washington, DC $60000.00 to $70000.00 per year

Job Location: DMV Area (DC, Maryland, Virginia)


• Understands and have the operational experience and knowledge of costs associated with

Solid Waste Management, MSW Landfill and Construction & Demolition (C&D) Landfills.

• Analyze government Statement of Work/Performance Work Statement, Workloads and other documentation to prepare time, cost, materials, equipment and labor estimates.

• Develop pricing/cost estimate sheet• Assess cost effectiveness of projects and services, tracking actual costs relative to bids as the project develops.

• Consult with subcontractors, vendors, operations team and or other departments to discuss and formulate estimates. Identify which services can be performed using our existing staff versus subcontracting.

• Recommend ways to reduce costs

• Review material, equipment and labor requirements, to decide whether it is more cost-effective perform inhouse versus subcontracting.

• Knowledge of applicable union contracts and SCA Wage Determination

• Review and prepare statement of work for subcontractor services. Obtain at a minimum of 3 bids for services, review quotes, discuss any variance with subcontractor, and approve required subcontractor services.

• Maintain confidentiality of all confidential information.

• Performs other essential duties within the scope to meet goals and deadlines or assignments assigned by the executives.


• Proficient in using Microsoft Office and other web-based systems.

• Accurately evaluating detailed specifications is crucial. Must determine how to minimize costs without sacrificing quality.

• Detail oriented. Must pay attention to small details because such details may have a large impact on overall bid.

• Detailed knowledge of industry processes, materials, and costs are vital

• Time-management skills. Work on fixed deadlines, they must plan their work in advance and work efficiently and accurately.

• Must be able to write detailed reports. Often, these reports determine whether or not contracts area warded on skills and the ability to thrive in a multi-cultural environment.

• Over 30% Travel Required

• Ability to obtain federal security background clearance.

• Must be certified and have the technical experience with the various codes and standards applicable to the DOT, SWANA, MSW Landfill Operations, EPA, and OSHA codes and standards.

  Compliance with Adequate COVID-19 Safety Protocols for Federal Contractors

 • The ideal candidate for this position will have prior MSW Landfill operations and Solid Waste Management experience with government contracts.

• Teleworking is a possibility

Education and experience equivalent to:

• Excellent follow-up, multi-tasking and attention to detail.

• Bachelor’s degree in a similar field• Master’s degree highly desirable in a similar field; solid waste; engineering, landfill operations• Supplemented with 20 years of related work experience
