Director, Government Projects

The Director of Government Projects is responsible for the leadership, oversight, and strategic management of all government-funded projects at RFNOW Inc. This role ensures the successful delivery of high-impact infrastructure projects that are funded by federal or provincial agencies. The Director serves as the primary liaison between RFNOW and funding bodies, providing governance, compliance oversight, and executive-level coordination to ensure projects are delivered on time, on budget, and within regulatory guidelines.

Key Responsibilities
  • Lead the planning, execution, and completion of large-scale government-funded projects across multiple departments.
  • Initiate and coordinate the creation of responses to government request for proposals and other funding opportunities.
  • Develop and implement strategic frameworks to align project goals with RFNOW’s corporate objectives and the expectations of funding agencies.
  • Provide leadership to project teams, ensuring a culture of accountability, efficiency, and high performance.
  • Serve as the primary point of contact for government agencies such as ISED and CIB.
  • Build and maintain strong relationships with funding bodies, regulators, and external partners.
  • Ensure RFNOW remains compliant with regulatory bodies, such as CRTC by providing leadership on reporting 
  • Represent RFNOW at official meetings, audits, and compliance inspections.
  • Oversee multiple government-funded infrastructure projects, ensuring adherence to scope, schedule, and budget.
  • Monitor progress against milestones and deliverables; identify and resolve potential risks or deviations from the Contribution Agreement.
  • Provide regular status updates, escalation summaries, and strategic recommendations to executive leadership.
  • Oversee project budgets, forecasts, and cost tracking; approve major expenditures within scope.
  • Review and approve reports submitted to government agencies, including financial statements, progress reports, and change orders.
  • Ensure that all work complies with the terms and conditions of funding agreements.
  • Ensure all projects meet legal, safety, and regulatory requirements, including industry and government standards.
  • Prepare and lead internal and external audits, compliance reviews, and project assessments.
  • Develop risk mitigation strategies and contingency plans for critical issues.
  • Work closely with internal teams including Construction, Engineering, Procurement, and Finance to align resources and schedules.
  • Facilitate communication between departments to eliminate barriers and improve execution.
  • Provide leadership and mentoring to project coordinators and other direct reports involved in government projects.
Qualifications & Experience
  • Bachelor’s degree in Project Management, Business, Engineering, or a related field is an asset.
  • PMP or equivalent project management certification is preferred.
  • 8–10 years of project management experience, with at least 3 years in a senior leadership or director-level role.
  • Demonstrated experience managing federally or provincially funded infrastructure projects.
  • Strong understanding of telecommunications industry standards and regulatory frameworks.
  • Proven track record in managing cross-functional teams and complex stakeholder environments.
  • Proficiency with project management software (ex. Microsoft Project, Primavera, Smartsheet).
  • Strong financial acumen, including budgeting, forecasting, and cost control.
  • Familiarity with government procurement processes, contribution agreements, and compliance protocols.
  • Exceptional organizational and leadership abilities.
  • Advanced written and verbal communication skills.
  • Strategic thinking and decision-making.
  • Conflict resolution and stakeholder management.
  • High attention to detail, especially in regulatory reporting and documentation.
  • This is a remote position requiring occasional travel required to project sites and stakeholder meetings.
  • Must be able to work under pressure and manage multiple priorities.
