The opportunity:

 The Regulatory Analyst will be responsible for regular and ad-hoc reporting, energy efficiency and conservation Resource Plans, Demand Side Management Advisory Group (DSMAG) engagements, research, jurisdictional scans, and regulatory matter monitoring. The Regulatory Analyst plays an active role in planning how best to approach emerging issues within the energy efficiency and conservation industry that EfficiencyOne is facing in the regulatory environment.

The job requires the incumbent to be an analytical thinker, technically orientated with effective project management skills for the completion of tasks on time and within budget in a fast-paced environment. In addition, the role involves using research and analyses to generate filing content, stakeholder materials, and internal briefs.

  • Responsible to provide research, reporting, and writing support for regulatory initiatives (e.g., analyzing large data sets and conducting research)
  • Responsible to develop briefing documents and presentations for studies and regulatory matters for different audiences.
  • Responsible for managing paper filings and proceedings with the Nova Scotia Utility and Review Board, including Information Request (IR) and response processes (prepare IR templates, manage SharePoint site, coordinate others, review and edit IR responses, and manage the paper filing process); and
  • Responsible for conducting quality assurance reviews for reports and Utility And Review Board filings.
  • Responsible for providing support in developing strategic approaches to engaging individual stakeholders and their consultants.         
  • Responsible for identifying, researching, executing, and championing emerging energy efficiency and conservation regulatory issues.
  • Responsible to draft agendas and coordinate meetings, and transcription of meeting minutes

What Will Help You Succeed?

  • A bachelor’s degree in a science or a related field (e.g., policy, law, strategy, government, or stakeholder relations), Certified Engineering Technologist, or an equivalent combination of education and work experience.
  • A minimum of 2 years working within a regulatory environment
  • Comfortable analyzing large data sets in Excel or modeling software.
  • Familiarity with energy policy, regulation, and regulatory environment
  • Proficient with all Microsoft Office software (Excel, Word, PowerPoint, Outlook, Teams)
  • The ideal candidate should have excellent oral and written communication skills.
  • The ideal candidate should be able to generate ideas, be innovative, and be a creative problem solver.
  • The ideal candidate should have the ability to maintain a high degree of confidentiality, diplomacy & discretion.

What to expect in your first several weeks on the job:   

In the first week, expect to:

  • Meet the team and learn what Regulatory Affairs does (purpose and responsibilities)
  • Learn who our stakeholders are and what they do.
  • Review the 2022 and 2023 Regulatory Affairs calendar to gain an understanding of the upcoming activities.

In the first month, expect to:

  • Become familiar with the current routine/regular work that Regulatory Affairs is responsible for
    • Filings: become familiar with routine and upcoming filings, processes, and procedures  
    • Regulatory stakeholder engagement: become familiar with the timelines, approaches, and materials.
    • Reporting: become familiar with the current reports, reporting requirements, reporting processes, and audiences.
  • Clearly understand various roles and responsibilities as related to the filings and reports above (Regulatory Affairs, Engineering & Planning, Information & Analytics, Finance, Services, and External stakeholders).
  • Clearly understand the energy efficiency and Conservation (DSM) Plan and the 2026-2030 energy efficiency and Conservation (DSM) Plan project.
  • Dive into filing management and development in a support role; you will learn how to use Planner, SharePoint, and Teams.

In the first three months, expect to:

  • Prepare filling materials.
  • Prepare DSMAG materials.
  • Support the 2026-2030 energy efficiency and conservation (DSM) Plan project through internal team facilitation, preparation of surveys and materials, and research.
  • Support the preparation of internal and external reports.
