PLEA Community Services is currently seeking a Full-Time Clinical Manager for our Clinical Counselling team. The proposed start date is May 3, 2021. The position is excluded from BCGEU membership.

The Clinical Manager is responsible for overseeing the Clinical Counselling team, supervising clinical counsellors ('employees') in a range of assessment, mental health/behavioural interventions, and other activities. This supervision includes observing clinical sessions, reviewing clinical documentation, conducting team case consultations and providing guidance and direction to employees with challenging and/or urgent cases in a timely manner. The Clinical Manager is also responsible for selecting, training and evaluating employees, as well as managing client intake, ensuring service quality, determining team priorities and allocating resources.

Key Duties and Responsibilities:

  1. Oversees the casework and professional issues of employees. Reviews, assesses and oversees client treatment plans. Provides clinical, policy and technical supervision to employees.
  2. Selects, trains, evaluates, manages performance, leads and motivates employees. Fosters a learning team culture through coaching and mentoring employees. Facilitates educational opportunities and supports employees' professional development. Promotes the development of counselling skills and approaches through evaluations and assessments. 
  3. Determines service, resource and operational priorities and requirements for the team. Identifies gaps in clinical services and develops and/or recommends comprehensive plans and strategies to meet identified needs. Provides recommendations to the senior leadership team on relevant service issues arising from within the community or with implications across the agency.
  4. Participates in annual budget planning and ensures designated services occur within the approved budget. Oversees the implementation of new services.
  5. Ensures the quality of clinical documentation, reviewing records to evaluate the effectiveness of client care.
  6. Holds themselves and their team accountable for carrying out their duties in accordance with the mission, vision, and values of the agency, following established policies and procedures, relevant legislation, government guidelines and contractual requirement. 
  7. Completes client incident and complaint investigations as required, addressing any legal and ethical issues. 
  8. Adheres to ethical principles and standards of practice in the counselling profession. Maintains and shares up-to-date knowledge of emerging trends and developments relating to areas of responsibility. 
  9. Represents the agency on various internal and external committees. Establishes effective working relationships with community stakeholders, including referring authorities. 
  10. Oversees the agency's counselling practicum student placements. Creates and implements an engaging/educational curriculum for students. 
  11. Works independently and collaborates with the management team. 
  12. Develops reports as required. Conducts special studies and research. Initials, designs, and conducts in-service training for the agency. Seeks opportunities for continuous improvement/innovation and executes new ideas and initiatives. 
  13. Assists in the development of funding proposals and bids. Participates in confidential contract negotiations for the agency, as required.
  14. Protects and upholds confidentiality.
  15. Performs other related duties as required.

Qualifications:

Education and Knowledge

  1. A Master's degree in counselling, counselling psychology, psychology, social work or a related field.
  2. Possesses the Registered Clinical Counsellor (RCC) designation from the BC Association of Clinical Counsellors.
  3. Knowledge of Microsoft Office suite, database systems and web-based conferencing tools.
  4. Knowledge of trauma-informed practice and neurofeedback therapy.

Training and Experience

  1. Three (3) or more years of recent related experience in supervising a team of counsellors providing services to individuals and families. 
  2. Ten (10) or more years of experience providing direct counselling services to individuals and families.

Requirements

  1. Satisfactory Criminal Record Clearance.
  2. Must possess a valid Occupational First Aid Level 1 Certificate or be willing to obtain one prior to hiring.
  3. Use of Personal Vehicle. This position requires travel in the Lower Mainland and the Fraser Valley.
  4. A valid B.C. driver's license (Class 5 or Class 7), and a suitable driver's abstract. 
  5. The usual hours of work in this position are based on a Monday to Friday flextime scheduling arrangement of 37.5 working hours per work. Occasional evening and weekend work may be required.
  6. Documentation that the applicant is legally approved to work in Canada.
