Administrative Entity Support Manager

Summary of Responsibilities:


Under the general direction of the Director of AE Support Services, this person ensures that Chester County Administrative Entity remains compliant with the Administrative Entity Operating Agreement established by the Office of Developmental Programs. This person’s focus will be on the Office of Developmental Programs requirements related to Incident Management and Certified Investigations.  Duties are conducted in accordance with all existing policies, procedures, and regulations and in accord with the Mission and Values of the Company.


Essential Functions:


  Independently manage and coordinate the Certified Investigation Process for Chester County.


  Attend and successfully complete ODPs four-day Investigation Certification Course.  This must occur within the first 30 days of hire.


  Must maintain ODP Investigation Certification on a bi-annual basis.


  Perform Certified Investigations for all investigable incidents on behalf of the Chester County Administrative Entity or as otherwise assigned. 


  Structure investigations in a competent manner, ensuring the rules of speediness, thoroughness and objectivity.


  Identify the investigatory question then subsequently collect all necessary evidence.


  Independently coordinate list of witnesses, interview times, collection and safeguard all evidence.


  Reconcile all evidence, determine outcomes and final conclusions.


  Develop a written report for each Certified Investigation ensuring that all necessary elements have been addressed.

 Collaborate with Protective Services Investigators, Police Departments, Victims Services, Providers and Supports Coordination Organizations as necessary. 


 Monitor the Chester AE Enterprise Incident Management (EIM) Dashboard, complete activities as required and ensure all timeframes are in compliance with ODP Requirements.     


 Interact, develop and maintain a respectful working relationship with Chester County AE and ODP.  Attend County and ODP Regional Meetings related to Risk Management.   

Participate in ODP training and webinars in order to remain abreast of the most current requirements.


 Conduct Certified Investigations in other Counties when backup assistance is needed.


 Participate in SAM AE Support Services Committee meetings and activities.

Minimum Requirements (education, experience, etc.)


 Bachelors Degree from accredited College or University in Psychology, Social Work or related field and applicable practical experience

 Successful completion of ODP Certified Investigation Course (must be obtained within 30 days of hire)

 Ability to work independently and with sensitive information in a highly confidential manner

 Demonstrated computer skills.

 Demonstrated oral and written communication skills to effectively interact with customers, state, county and other elected officials, providers, judges, courts, advocates, staff, consultants and consumers and their families.



Required Licenses, Certificates or Knowledge:


 Valid Pennsylvania drivers license and acceptable motor vehicle record check


 Demonstrated knowledge of current best practices in developmental disability and autism services for children and adults.  

 Demonstrated knowledge of the Commonwealth’s approved Medicaid Waivers and the resulting Administrative Entity Agreement and Waiver Regulations.

 Act 33 and Act 34 clearances

 FBI Fingerprint clearance

 Social Security card

 Immigration and Naturalization (I9) clearance


Working Conditions:


 Community work performing concurrent varied management tasks

 Daily travel throughout Chester County to providers and other human service organizations

 Independent work schedule and decision making

 Occasional travel throughout the Commonwealth to attend ODP Academy and other state-wide meetings.  



Safety Hazards of the Job:


 Minimal hazards, general office working conditions.  There may, however, be a rare occasion during which it is necessary to have physical interaction with a person displaying aggressive behavior.
