Reporting to: Phil Schick
Photon is revamping our Occupational
Health & Safety (OH&S) program to incorporate pro-active aspects to our
approach to keep our employees, visitors, and contractors safe and healthy at
all Photon sites.
The OH&S Consultant will
initially learn about our Safety Vision, our operational environment,
historical safety performance, identified risk level of our operations and
evaluate our current program in place to identify ‘Gaps’ to World Class.
The consultant will then help drive
the programs and initiatives to address these Gaps alongside our Joint Health
& Safety Committee members and sponsorship from Photon management.
& GAP AUDIT
Review existing JHSC program, Safety
performance, be an observer at safety committee and fire-Marshall meetings,
interview key members of management to highlight existing deficiencies with our
Safety Management System and our overall Safety Vision.
The specific items to be reviewed may include:
Observe proceedings of JHSC meeting.
Observe proceedings of First Aid
Observe proceedings of fire-Marshall
Review prior WorkSafeBC ‘Orders to
Review prior ‘incident investigation’
Conduct GAP Audit on (not limited
of and compliance to Federal & Provincial regulations

• Develop OH&S Policy statement and

• Develop JHSC ‘Roles &
Responsibilities’, ‘Duties & Functions’, ‘Committee Structure’,‘Meeting
Rules’, ‘Member Representation’, ‘Frequency of Meetings’, ‘JHSC Vision Statement’.
• Conduct training for the JHSC on
‘Roles & Responsibilities’ as required by WorkSafeBC
• Define ‘Proactive’ Metrics to track
& improve Safety Program Performance
• Author and establish Photon ‘Return
to Work’ policy
• Author and establish 17 (PHO specific)
Safety Standards that incorporate WorkSafeBC, Technical Safety Authority, Fire
Code etc. regulatory requirements.
• Establish a ‘Standard’ Program board
to track Safety program performance and related communications.
• Author and establish Form Template,
and related Training material for Near Miss reporting policy,
• Un-Safe Condition Reporting policy, Observational
(Behavioral) Safety Audit policy,‘site risk assessment’ policy.
• ‘Safety program Audit’ system (based
TRAIN & EVALUATE ADHERENCE TO NEW SAFETY PROGRAM
Develop ‘Permits to Work’ (Contractor
Work permit, Working @ heights/ Roof Access Permit, Scissor Lift Inspection
Checklist, Confined Space Entry Permit Etc.) templates and train key personnel
on the use thereof.
Train Directors, Line Managers, Team
Leads, JHSC members & employees on the use of the Near Miss Report, Un Safe
Condition Report, site risk assessments.
Train Executives, Directors, Line
Managers, Team Leads, JHSC members & employees on how to conduct
Observational Safety Audits (OSA), ‘Safety Program Audits
Track Proactive Safety Metrics and
maintain Safety Communications Board
Develop Safety ‘Opportunities for
Improvement (OFI) project list and 3Yr CAPEX budget to support.
Qualifications and Skills Required
Must be able to observe & review
PHO’s current safety program health and identify Gaps
Must be able to Deploy OH&S
PROGRAM FRAMEWORK & STANDARDs
Must be able to Establish a
‘Standard’ Program board to track Safety program performance.
Must be able to Deploy TRAIN &
EVALUATE ADHERENCE TO NEW SAFETY PROGRAM
Proven experience as OHS Consultant or similar
In-depth knowledge of OSH
guidelines and practices
Experience in reporting and
Experience in implementing OSH
Proficient in MS Office
Excellent communication and
