Location: Baltimore, MD

Contract Type: PROPOSAL BID; 6 month Temporary-to-Hire

Duration: Total of 5 year award (3 year base, plus two 1-year options)

 

Summary of Duties:

 

The Maryland State Department of Education (MSDE) Division of Early Childhood is seeking a Project Manager to oversee and direct the Enhanced Child Care Automated Tracking System (ECCATS) project team, which is comprised of various contractor resources. The Project Manager will also coordinate with State personnel to turn business ideas into fully executed project plans. 

 

Responsibilities will include overall project planning, governance and management. Duties shall focus on project planning, monitoring and control, and serving as the primary liaison with MSDE and MSDE stakeholders. The position shall ensure the appropriate application of the Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK) and the State’s Systems Development Lifecycle (SDLC) in managing projects. This position will manage all aspects of technical support for the Office of Child Care Tracking Systems, including ECCATS and the Child Care Portal. 

 

The Project Manager is assigned the management of ECCATS service requests and is responsible for all work performed on the data system.  The Project Manager performs day-to-day management of  system enhancements  identifies issues and risks and recommends possible issue and risk mitigation strategies associated with the project. The Project Manager also acts as a facilitator between MSDE and the technical contractor resource procured as part of the project team. The Project Manager identifies critical paths, tasks, dates, testing, and acceptance criteria; and provides solutions to improve efficiency (e.g., reduce costs while maintaining or improving performance levels). The Project Manager monitors issues and provides up-to-date status reports as well as demonstrates excellent writing and oral communications skills.

 

The Project Manager must also demonstrate strong leadership skills and provide oversight for the MSDE plan to modernize the current data tracking system, including the migration of data to a cloud environment.  The Project Manager is expected to maintain the progress, mutual interaction and tasks of various parties in such a way that reduces the risk of overall project failure, maximizes benefits, and minimizes costs. 

 

Requirements:

 

·         Bachelor’s Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business or other related discipline. 

·         Master’s degree or project management certification is preferred.

·         At least five (5) years of experience in project management.

·         At least five (5) years of experience in managing IT related projects and must demonstrate a leadership role in at least three successful projects that were delivered on time and on budget.

·         Strong understanding of the complete system development lifecycle from project inception through operations and maintenance. 

·         Must possess excellent communication skills to work with stakeholders and technical team members, as demonstrated during oral presentations with MSDE.

·         PMI certification as a PMP.

·         Ten (10) years of experience managing state websites and systems that are directly used by Maryland citizens and businesses.

·         Three (3) years of experience managing a major IT project, including use of the state System Development Life Cycle.

·         Three (3) years of experience managing child care licensing, subsidy and/or credentialing systems.

·         Three (3) years of experience managing technical contracts or task orders.

·         Three (3) years of experience in managing systems that utilize the IBM DB2 as the relational database.

·         Three (3) years of experience managing the development and maintenance of Microsoft.Net based systems.

·         Three (3) years of experience in Maryland State systems that interface with FMIS, or similar systems.  

·         Demonstrated involvement in projects that combine COTS implementations with custom software development.

·         Must possess an understanding of system design using UML.

·         Must have an understanding of data modeling

·         Must be able to manage multiple projects in a fast paced, dynamic work environment and be able to demonstrate strong leadership skills in leading technical personnel through the delivery of complex projects.
