Business Operations Manager

WCAC's Job and Education Center (JEC) offers educational and employment programs for youth ages 14-25 who, for a variety of reasons, have fallen off the traditional educational and career pathways. In this newly created role, the Business Operations Manager is responsible for the financial and administrative aspects of the JEC under the supervision of the Director and in partnership with the WCAC Finance office. This includes general office procedures and recommendations for departmental improvements as needed.

  • Bachelor’s degree in Business Administration preferred or Associate’s degree with prior accounting or business management experience. Combination of experience and education equivalent to five years of business administration experience will be considered.
  • Three to five years of directly related experience in budget preparation and business management, preferably in non-profit in conjunction with city, state, or federal contracts required.
  • Must possess a strong working knowledge of budget development and tracking.
  • Demonstrated ability to manage multiple, conflicting priorities and tasks with demanding deadlines.
  • Demonstrated knowledge of and experience in business management and grants management.
  • Ability to work effectively and cooperatively with staff and clients from diverse cultural, educational, and socio-economic backgrounds required.
  • Excellent communication skills both written and verbal.
  • Proficient computer skills and the ability to learn Agency databases and MIP accounting system.
  • Excellent interpersonal skills and the ability to build rapport with co-workers, parents, and outside vendors.
  • Ability to multi-task and handle interruptions throughout the day and remain on task.
  • Excellent organization and project management skills, with attention to details.
  • Prior supervisory experience and the ability to train staff and work well in a team.
  • Must possess leadership skills and the ability to follow through on assignments with minimal supervision.
  • Proactive and creative individual who can forecast the needs of the programs.
  • Valid driver’s license and reliable transportation. Ability to travel between WCAC locations.
  • Ability to successfully complete a CORI/SORI review.
  • Must be reachable and available for emergencies.
  • Physical ability to fulfill duties and responsibilities.

Duties and Responsibilities:

  • Develop program budgets/budget narratives for new and existing JEC grants; work with WCAC Finance office to monitor and reconcile current budgets, expenses and business operations related to the JEC program funding, including federal and state funders guidelines, and prepare budget modifications and justifications to the funding source to reflect programmatic needs.
  • Monitor all grants and contracts for compliance with terms of awards. Ensure accountability for department grants and contract management activities.
  • Work with WCAC Finance office to ensure monthly invoices and statements are up to date and accurate for processing.
  • Plan and forecast annual budgeting with JEC Director to align with agency mission and program goals including accounting for and understanding departmental revenue and expenses as they relate to program staffing and responsibilities.
  • Review and process purchase orders for the department. Manage the sign off process on behalf of the department with the Finance Office.
  • Responsible for maintaining JEC filing system.
  • Develop system for monitoring grants and contracts, goals, deliverables and outcomes required for those grants and contracts.
  • Support the development and ultimately manage oversight of a high-quality data tracking system for the JEC and programs and initiatives.
