Central Atlanta Progress, Inc. (CAP) is a private, nonprofit corporation of Atlanta business leaders, property owners, and institutions working with each other and with government since 1941 to help build a better city center. CAP carries out research and planning and acts as a catalyst for a wide range of programs and projects for the improvement of Downtown Atlanta. Our affiliate organization, the Atlanta Downtown Improvement District (ADID), founded in 1995 by CAP is a public-private partnership that strives to create an attractive, safe, and livable community in Downtown Atlanta. CAP and ADID have approximately 18 and 65 employees, respectively.  

Position Summary

The HR Director ensures their office is a place where employees can go knowing they will be listened to caringly, with empathy and their wellbeing is a priority. The ideal candidate for this position will rise to the challenge of managing with operational excellence while advancing the mission and organizational culture of Central Atlanta Progress and Atlanta Downtown Improvement District (ADID/CAP).  The day-to-day administration responsibilities include, payroll oversight, recruitment, employee relations, Equal Employment Opportunity (EEO) compliance, benefits plan design/administration, and employee policy management. This position is a key member of the management team; helping to drive company culture, strengthening values, establishing policies and procedures, maintaining compliance, and developing strategies to recruit, engage and retain the talent to support organizational success. The HR Director will design and drive HR initiatives that align with CAP’s and ADID’s missions and distinguish both organizations as preferred employers.

Essential Duties and Responsibilities

The essential functions include, but are not limited to the following:

  • Oversee the administration of human resource programs including, but not limited to, performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Facilitate and contribute to Diversity Equity and Inclusion initiatives.
  • Administer recruitment, promote open positions, and support managers to ensure hiring of best qualified candidates.
  • Develop and administer various HR systems ensuring full utilization of Netchex (cloud-based HRMS / payroll processor) to achieve highly efficient HR processes with ‘paperless’ files and record keeping.
  • Collaborate with and support Employee Advisory Committee (EAC) in organizing employee enrichment activities, including annual winter holiday party and summer event/activities.
  • Manage onboarding process including coordinating/assigning tasks to ensure positive and comprehensive onboarding experience.
  • Ensure proper reviews of work hours conducted by managers, reviewing initial payroll, making & documenting any necessary pay adjustments, and submitting payroll for final review by Director of Finance.
  • Utilize administrative staff individuals at CAP and ADID offices respectfully to delegate onboarding data entry, filing, and other administrative level tasks to ensure best use of time.
  • Ensure compliance with federal state and local employment regulations with assistance from HR consulting service.
  • Ensure confidentiality of sensitive employee information.
  • Build relationships with managers and staff with steadfast confidentiality, discretion, and trust.
  • Perform other duties as assigned. 

Minimum Qualifications (Knowledge, Skills, and Abilities)
  • Bachelor’s degree in Human Resources, Business Administration, or related field required.
  • PHR or SHRM-CP certification required, SPHR or SHRM-SCP preferred.
  • At least five (5) years of human resource experience required.
  • Thorough knowledge of employment-related laws and regulations.
  • Demonstrated experience and ability with Diversity Equity and Inclusion (DEI) initiatives or similar initiatives highly desirable.
  • Experience with Netchex or similar payroll processing service.
  • Excellent written and verbal communication skills.
  • Exhibit discretion, confidentiality, flexibility, and willingness to work closely with our team.
  • Proficiency in MS Word, Excel and Power Point is essential.


Salary: $70,000 to $75,000 /year DOE, bonus eligible, room for growth.
