In support of the Office of Naval Research (ONR) Small Business Innovation Research (SBIR) & Small Business Technology Transfer (STTR) programs, the Data Manager will be responsible for developing and refining tools to increase program efficiencies and small business technology development and transition. The Data Manager will be responsible for developing and implementing procedures for effective data management and reporting. They will manage all incoming and outgoing data files from our Navy customer and/or other sources and will develop and implement data management strategies to ensure required data is captured to address program progress. The Data Manager will oversee the online workspace; managing access, regularly monitoring and evaluating structure and data to ensure automated calculations are displayed correctly and are useful, assessing workspace performance ensuring proper functioning, making recommendations for performance improvement, and executing improvements. The Data Manager will provide direction for the web development team, and will oversee the structure, functionality, and content of multiple program websites. As the Data Management Team Lead, the Data Manager will be responsible for providing direction to Data Analysts and coordinating with Program Management staff to manage and report on the program annual cycle. The Data Management Team is responsible for conducting data collection efforts to include surveys and phone canvases to obtain information from small businesses regarding effectiveness of the program. The Data Management Team is also responsible for managing program email campaigns and managing program contact lists.  

SBIR/STTR Programs:

The SBIR program was established by Congress in 1982 with a statutory purpose to strengthen the role of innovative small business concerns (SBCs) in Federally-funded research or research and development (R/R&D). Specific program purposes are to: (1) Stimulate technological innovation; (2) use small business to meet Federal R/R&D needs; (3) foster and encourage participation by socially and economically disadvantaged SBCs in working in technological innovation; and (4) increase private sector commercialization of innovations derived from Federal R/R&D, thereby increasing competition, productivity and economic growth.

The STTR program is a sister program to SBIR, established by Congress in 1992 with a similar statutory purpose as SBIR. A major difference in the two programs is that the STTR requires the small business to have a research partner consisting of a University, Federally Funded Research and Development Center (FFRDC), or a qualified non-profit research institution. In STTR, the small business must be the prime contractor and perform at least 40% of the work, with the research partner performing at least 30% of the work. The balance can be done by either party and/or a third party.  

Position Requirements:

·         Bachelor’s degree or higher in IT, Data Analytics, Data Management, Business Administration, Statistics, or another related area.

·         At least 7 years of relevant work experience in data management.

·         Experience managing a data analysis team and developing effective analysis and reporting processes.

·         Experience collecting, manipulating, and analyzing data from a statistical viewpoint and producing understandable and actionable reports gleaned from data.

·         Experience overseeing data systems so that system stays current and data relationships meets process requirements.

·         Advanced writing and editing skills.

·         Ability to track and follow through on projects to completion.

·         Superior interpersonal skills.

·         Effective at working both independently and collaboratively.

·         Proficiency with Microsoft Office Suite and mid-level programming skills.

·         Ability to obtain and maintain a Secret-level Department of Defense (DOD) security clearance.

·         Experience working with the DOD is preferred but not required.

·         Experience with SBIR/STTR and/or technology transition is a plus but not required.

Position Location:

·         Telework available within the CONUS (Must be available to work core hours of 9am-3pm EST) 

·         Some travel required (<10%).
