POSITION OVERVIEW
We are seeking a highly experienced Construction Claims Analyst to support our federal advisory practice. In this role, you will serve as a subject matter expert on construction claims, Termination for Convenience settlement proposals, Time Impact Analyses (TIAs), Requests for Equitable Adjustment (REAs), and other construction contract entitlement matters. You will provide independent, defensible analysis and partner directly with agency personnel and legal counsel to drive equitable and efficient claim resolution.
KEY RESPONSIBILITIES
▸ Review, evaluate, and analyze contractor-submitted REAs and TIAs to assess merit, liability, entitlement, and quantum
▸ Perform rigorous schedule delay analyses using as-planned vs. as-built, time impact analysis (TIA), and collapsed as-built methodologies
▸ Identify and quantify the impact of differing site conditions, constructive changes, owner-caused suspensions, and other compensable events
▸ Conduct cost and damage analyses based on contractor, subcontractor, and supplier cost submissions in accordance with FAR and contract-specific pricing requirements
▸ Review and assess method statements, resource-loaded schedules, and project documentation to substantiate or refute claimed impacts
▸ Prepare detailed, well-supported written reports of findings, recommendations, and defensible positions suitable for use in negotiations, ADR, arbitration, or litigation
▸ Support dispute resolution processes including preparation of expert reports, testimony materials, and briefing packages for arbitration
▸ Collaborate with federal contracting officers, legal counsel, and project teams to develop claim resolution strategies aligned with agency goals and regulatory frameworks
▸ Monitor evolving claim postures and proactively identify emerging issues on active construction programs
REQUIRED QUALIFICATIONS
▸ Bachelor's degree in Civil Engineering, Construction Management, Architecture, or a closely related field
▸ Minimum of 5 years of direct experience providing construction claims consulting or delay analysis services, preferably on federal government projects
▸ Demonstrated expertise in analyzing construction delay claims, TIAs, REAs, and time extension requests on complex, multi-phase projects
▸ Experience supporting owners, agencies, or contractors on complex federal construction programs involving claims analysis, entitlement evaluations, and dispute resolution
▸ Proficiency with CPM scheduling software, including Primavera P6 and/or Microsoft Project, with demonstrated ability to perform independent schedule delay analyses
▸ Thorough knowledge of the Federal Acquisition Regulation (FAR) and standard construction contract clauses
▸ Exceptional analytical and written communication skills; ability to translate complex technical findings into clear, concise narrative reports
▸ Strong interpersonal skills with the ability to work collaboratively with government clients, contractors, and legal teams
▸ Ability to obtain and maintain federal facility access credentials; willingness to travel on an as-needed basis for client meetings, project reviews, site assessments, and dispute resolution proceedings
PREFERRED QUALIFICATIONS
▸ Professional Engineer (PE), Project Management Professional (PMP), Planning & Scheduling Professional (PSP), Certified Forensic Claims Consultant (CFCC), Certified Cost Consultant (CCC), Certified Cost Professional (CCP), or equivalent industry credential
▸ Graduate degree or advanced coursework in construction law, project controls, or dispute resolution
▸ Experience providing expert witness testimony or federal court proceedings
▸ Familiarity with dispute resolution boards (DRBs), mediation, and alternative dispute resolution (ADR) processes
▸ Prior experience as an owner's representative, contracting officer's technical representative (COTR), or government project manager
