THE COUNCIL OF MINISTERS OF EDUCATION, CANADA (CMEC) is an intergovernmental body providing leadership in policy development, program administration, and research at the pan‑Canadian and international levels. Located in the heart of Toronto (steps from the St. Clair subway), CMEC is seeking a:
ANALYST, EDUCATION DATA AND RESEARCH
Full-time position, fixed-term contract until March 2027
Current annual salary range: $64,513–$90,181
Work arrangement can be remote, in-person, or hybrid
This position is a member of the Canadian Office and Professional Employees Union (COPE) Local 343.

The Analyst, Education Data and Research (EDR) supports the work of the Education Data and Research unit. This role will appeal to individuals with strong data-analysis and policy-research skills; superior writing skills to produce complex reports for a range of interested parties, such as ministers of education and the general public; and the intellectual curiosity and rigour needed to monitor and investigate emerging developments in education in Canada.
This position reports directly to the Coordinator, Education Data and Research and Consortia.
Key responsibilities
- Support the development, implementation, and interpretation of education data indicators at a pan Canadian level
- Plan, prepare, and chair meetings with partner agencies and provincial/territorial working group members from provinces and territories
- Coordinate and conduct data collections for national and international surveys (both recurrent and ad hoc)
- Ensure consistency, completeness, and accuracy of data collected from provinces and territories and shared with partner and international agencies
- Support expert-level sessions and work (e.g., item development, provincial and territorial reviews) and develop corresponding materials or outputs (such as preparing supporting meeting materials or compiling pan-Canadian information and responses)
- Work with partner agencies, such as Statistics Canada, to support and advance current joint projects, such as the Pan-Canadian Education Indicators Program (PCEIP)
- Develop, prepare, and review meeting agendas, procedures, publications, communications, and informational materials (including research summaries, briefing notes, FAQs, infographics, and presentations)
- Research education data best practices and make continued improvements to existing data collection guidelines, practices, and procedures
- Work proactively with provincial and territorial representatives to establish consensus on education data priorities
- Conduct data analysis and reporting on education trends across Canada (these can involve large-scale data sets and the production of notes for education decision-makers and other interested parties)
- Conduct thorough research, literature reviews, and scans to collect information on provincial/territorial education data policies, initiatives, and programs
Key qualifications
Required:
- Bachelor’s degree in a field emphasizing both qualitative and quantitative analysis, or equivalent professional experience
- Proficiency in Excel and statistical software (e.g., SAS, SPSS), with experience analyzing large data sets
- Familiarity with Canada’s education systems and intergovernmental processes
- Strong research and organizational skills
- Detail-oriented with ability to manage competing deadlines
- Ability to deliver presentations to a variety of audiences (e.g., government officials, partner agencies, and other interested parties)
- Ability to work independently and collaboratively within a team
- Strong interpersonal skills to develop and maintain relevant networks and positive working relationships with senior government officials and other interested parties
- Highly developed decision-making and problem-solving skills
- Ability to exercise discretion and tact in sensitive and confidential situations, and maintain protection of highly confidential material
Preferred:
- Experience with survey development or large-scale assessments
- At least two years of experience with data projects, including analysis and report writing preferablly within the education sector or goverment instutions
- Skills in coding (e.g., Python, R) and data visualization (e.g., Power BI, Canva)
- Bilingualism in English and French, both written and spoken (candidates may be asked to provide writing samples). The successful candidate may be asked to enrol in a language program, if applicable
