Community Hope is looking for part-time (30-40 hour) Housing & Program Development Specialist. 


To ensure the safety of people we serve and our workforce, we require employee’s proof of COVID-19 vaccination.  Unvaccinated employees must participate in COVID-19 testing at minimum one to two times per week in accordance with State and Federal regulations.

Hybrid schedule (at Parsippany with some community based and remote hours). 

Will be responsible for developing new housing and program opportunities for the organization with a focus on affordable housing and service opportunities for low-income special needs individuals, including veterans and their families. The HPDS will coordinate all aspects of new development including seeking and evaluating opportunities and available properties, securing funding, creating pro-forma plans and budgets, coordinating with vendors, municipalities, real estate agents, and other related professionals and entities to ensure projects are completed within prescribed time frames.

  • Research and identify opportunities for new affordable housing;
  • Research and identify opportunities for new programs and services;
  • Manage real-estate pre-purchase activities;
  • Select, coordinate, and monitor contractors, architects, construction managers, and other tradespeople;
  • Identify and secure funding for projects;
  • Identify partners for future initiatives;
  • Develop and monitor budgets for new projects;
  • Provide education to municipal officials, private developers and other potential partners on the benefits of developing affordable special needs housing;
  • Identify and monitor rental properties;
  • Work with the Senior Leadership Team to accomplish related Strategic Plan goals.

Qualifications:

  • Bachelor’s degree (B.A.) and/or 4-years experience in housing and/or program development; or equivalent combination of education and experience; work experience will be strongly considered.
  • Knowledge of housing development, finance, and low-income housing regulations
  • Experience in developing and overseeing budgets
  • Real Estate License and MLS access preferred
  • Ability to participate as a team member and work independently, with limited supervision; willingness to take full responsibility of own work actions.
