Healthcare Administrator

Primary Purpose:
Maintaining a strong Christian witness and humble spirit, the Healthcare Administrator is a strategic thought-partner and a hands-on, participative organizational leader that drives organizational change, optimizes results, builds an engaged and cohesive culture, and is directly responsible for Inspiration Ministries’ long term care housing programs (CBRF, RCAC, Supportive Home Care, Independent Living), its clinical support functions (Nursing Department) as well as non-clinical functional areas (Resident Services, Transportation, Kitchen/Nutrition Services).  The HA is accountable for ensuring the health, safety, well-being and satisfaction of residents; staff health, engagement, development and accountability; high occupancy/census levels; regulatory and budget compliance.

Major Job Responsibilities

Foundational Requirements

  • Consistently demonstrates a strong Christian witness and humble spirit toward potential employees and volunteers, colleagues and all constituent groups.

  • Remain updated on all aspects of ministry programs and services.
  • Report activity and measurable outcomes for all functional areas of responsibility and special projects monthly to the President.

Resident Care

Admissions, Discharges, Transfers

  • In collaboration with the Resident Services Manager, oversees sales and marketing efforts, develops marketing campaigns as needed, identifies and builds relationships with key industry stakeholders, peer organizations, managed care organizations, advocate organizations, day services, schools, churches, etc. in order to develop and maintain a resident pipeline, and ultimately maintain a high census/level of occupancy.
  • In collaboration the Resident Services Manager and Nursing Supervisor and in alignment with DHS 83, facility licensing and approved target groups served, the Inspiration Ministries program statement, House Rules, and applicable policies and procedures, leads and optimizes the admissions process, making the final admissions decision based on the Nursing Supervisor’s prospective resident assessment and evaluation of the Nursing Departments, the health and safety of the individual.
  • In alignment with DHS 83, the Inspiration Ministries program statement, House Rules, and applicable policies and procedures, leads the discharge and transfer process, making the final discharge or transfer decision based on the thorough documentation supporting the transfer or discharge, while complying with managed care organization requirements.

Organizational Culture Development

  • In collaboration with the Senior Director, Culture and Organizational Optimization:
  • Builds an organization-wide sense of team, togetherness, cohesion and alignment
  • Builds and maintains a collaborative, synergistic, and accountable work environment, bringing people together to creatively solve problems. 

Operational Oversight and Leadership

  • Provides direct oversight to the Nursing Department, Resident Services, Kitchen/Nutrition Services, and Transportation.
  • Assures that new hire, continuing education and other organizational training and education requirements are completed in a timely manner. 
  • In collaboration with the Human Resources Manager and Caregiver Coordinator/Preceptor, actively participates in staff recruitment, onboarding, orientation and ongoing employee satisfaction and retention initiatives.
  • Partners and consults with the Caregiver Coordinator/Preceptor and Human Resources Manager related to performance management, disciplinary action, performance improvement, professional development, and termination.
  • P&L Responsibility - Responsible to design, implement, monitor/analyze and control annual budget for functional area(s) of responsibility, taking expedient corrective action to ensure operations are within budget. 
  • In collaboration with the Human Resources Manager, creates and/or updates organizational and departmental policies and protocols as needed.

Safety, Emergency Preparedness, Compliance

  • Responsible for organizational compliance with DHS 83.
  • Plans for and manages the state investigation and survey process, maintaining “survey readiness” at all times.
  • As “Chief Compliance Officer,” leads a committee that provides oversight and ensures organizational compliance with: 
  • o   Organizational Policy and Procedure Manual and Employee Handbook
  • o   Emergency Management, Safety and Disaster Preparedness Plan
  • Responsible for the implementation of all drills, exercises, audits, and reporting. 

Other

  • Builds and maintains an outcomes-based culture focusing on Quality Assurance/Improvement efforts that quantify results and optimize resident care.
  • Develops and maintains mutually beneficial partnerships with organizations such as Aurora University, Gateway, Genesis Rehabilitation, Open Arms Free Clinic, etc.
  • Along with the Nursing Supervisor, establishes and maintains relationships with key leadership at the Wisconsin Department of Health Services, the local Health Department and other key agencies and organizations.
  • As part of the annual budget process, conducts annual apartment rental, meal and other rate analysis, proposing changes to the Executive Team and implementing changes as approved.
