Salary Range: $80,000 to $90,000

The Ontario Council on Articulation and Transfer (ONCAT) puts learners first by making it easier to navigate and succeed in Ontario’s postsecondary system. ONCAT manages ONTransfer.ca, a trusted resource for exploring pathways and transfer options across colleges, universities, and Indigenous Institutes. As a convener and sector partner, ONCAT collaborates with institutions to advance learner mobility and recognition of prior and non-formal learning.
We support pathway development and streamlined credit transfer, while fostering innovation through shared tools, project-based funding, research, and the exchange of best practices. Funded by the Government of Ontario, ONCAT is building a more seamless, student-centred postsecondary system.
The Manager of Marketing and Communications plays a pivotal role in amplifying ONCAT’s mission, ensuring our work resonates across sectors and reaches the learners we serve.
About the Role
We’re looking for a creative, strategic, and collaborative Manager of Marketing and Communications to join our team on a contract basis.
The Manager of Marketing and Communications at ONCAT plays a vital role in engaging and communicating with a wide range of audiences. ONCAT’s work centers on supporting government and sector partners including postsecondary staff, administrators, and faculty at colleges, universities, and Indigenous Institutes across Ontario. The organization’s outreach ensures that these groups are kept informed about key initiatives, events, resources, and best practices that advance learner mobility and recognition of prior learning.
In addition, ONCAT manages ONTransfer.ca, a user-friendly tool designed to help Ontario learners—including high school and postsecondary students—explore their postsecondary options. We actively promote ONTransfer.ca to learners along with guidance counselors, high school staff, and postsecondary staff, empowering them to share this valuable resource with their students.
Through targeted communications and strategic campaigns, the Manager of Marketing and Communications helps maximize the impact of ONCAT’s services across all stakeholder groups, ensuring every audience receives clear, relevant, and actionable information.
As a central connector within ONCAT, the Manager of Marketing and Communications works closely with teams across the organization to ensure alignment and effective communication of ongoing initiatives. This role requires a deep understanding of the full spectrum of ONCAT’s activities, maintaining a pulse on key projects, events, and sector developments.
To ensure information is accurate and relevant, the Manager regularly collaborates with subject matter experts across the organization. By consulting these experts and, when necessary, deferring to their specialized knowledge, the Manager is able to communicate complex topics clearly and effectively to diverse audiences. This approach helps guarantee that messaging remains trustworthy and tailored to the needs of each stakeholder group.
The position fosters strong relationships, encourages knowledge-sharing, and supports a culture of transparency and collaboration throughout ONCAT.

In collaboration with ONCAT’s Chief of Staff and Strategic Advisor you’ll support the execution of ONCAT’s communications strategy, contribute to the development and management of an editorial calendar, and help guide the work of a Communications Specialist—ensuring alignment with organizational priorities and a consistent, engaging voice across platforms.
Key Responsibilities
Communications Leadership
- Lead the development of communication materials with support from a Communications Specialist.
- Develop and manage ONCAT’s editorial calendar to ensure timely, strategic content delivery across platforms.
- Provide guidance and support to ONCAT’s Communications Specialist, fostering a collaborative and growth-oriented team culture in alignment with direction from the Chief of Staff and Strategic Advisor.
- Ensure consistency and quality across all ONCAT communications, from social media to annual reports.
- Manage ONCAT’s visual identity and oversee the production of print and digital collateral.
- Represent ONCAT and or ONTransfer.ca at media events, workshops, and sector gatherings.
Content Creation and Storytelling
- Craft compelling copy for reports, newsletters, media releases, presentations, and more.
- Translate research findings into accessible formats for diverse audiences.
- Collaborate with internal teams to develop infographics, videos, and social media content.
- Keep ONCAT.ca and ONTransfer.ca fresh, relevant, and engaging.
Strategy and Evaluation
- Develop and execute ONCAT’s annual communications and public relations plan.
- Monitor campaign performance and define ROI for promotional activities.
- Manage ONCAT’s social media strategy and explore new platforms (Instagram, Reddit, YouTube).
- Oversee advertising and media buying, including Google Analytics and digital ad execution.
- Support budget planning and vendor relationships.
What You Bring
- A Degree or Advanced Diploma in Marketing, Communications, or a related field.
- 5–7 years of progressive experience in communications, including 2–3 years in a - supervisory role.
- Experience in the non-profit, public sector, or postsecondary education space.
- Exceptional writing, editing, and storytelling skills.
- Strong project management and attention to detail.
- A collaborative mindset and ability to work across diverse teams and stakeholders.
- Proficiency in MS 365, Adobe Creative Suite, SharePoint, MailChimp, and Monday.com.
- Experience developing and executing SEO strategies to improve visibility and engagement.
- Experience managing campaigns using Meta Ads Manager and related analytics tools.
- Fluency in French is a plus.
