Harm Reduction Nurse (Term)
Under the general supervision of the Harm Reduction Manager, the Harm Reduction Nurse (HRN) is responsible for supervising and guiding staff in harm reduction approaches, planning, developing, evaluating, and implementing comprehensive healthcare programs, and ensuring a high standard of care for participants. This position provides professional nursing services to participants, including independent nursing services, administration of prescribed medical treatments, education of harm reduction approaches and practices, collaboration and interaction within a multidisciplinary team, and participation in the coordination of participant care and discharge.
HRN respectfully works in and with a diverse population including sexual and gender minorities, across all ethnicities and all cultural, spiritual, political, age, ability, family and economic circumstances. The HRN supports self-determination through activities such as harm reduction counselling and by respecting participant decisions such as substance use, sexual and reproductive choices, and immunization status. The HRN works respectfully with those who are involved in drug using, sexual and other behaviour that may be harmful to them or to others.
The HRN promotes empowerment and community engagement. These values are consistent with a population health approach that is rooted in an understanding of the broad determinants of health and the principles of primary healthcare, community development, and harm reduction. Practice is strength-based, client-centered and incorporates the strategies of motivating, enabling, advocating, cooperating and collaborating when working with individuals, communities, and colleagues both within the health system and with other sectors.
KEY RESPONSIBILITIES
- Fulfill professional responsibilities by practicing in a manner consistent with professional obligations to take actions as per Canadian Nurses Association Code of Ethics for Registered Nurses, The College of Registered Nurses of Manitoba Standards of Practice, the scope of practice as defined by the Registered Nurses Act, and other Provincial and Federal legislation.
- Represents Main Street Project in a professional manner including, but not limited to, professional communication, documentation & ethical practices.
- Recognize and assist in solving clinical and administrative problems
- Provide clinical expertise in medical, behavioral, and crisis management
- Coordinate with other Managers and/or Directors to accomplish organizational and patient-care goals
- Develop and implement policies and procedures
- Communicate with stakeholders to address care-related concerns
- Training, consulting, provisioning of services, practices and policies, training managers and coordinators on harm reduction methods and philosophy drug awareness clinical initiatives.
- Develop care plans with participants through a harm reduction and person centred approach.
- Liaise with other health and social service professionals.
- Educate participants on harm reduction approaches and strategies.
- Oversee the supply, distribution, and use of naloxone for MSP programs.
- Compile and submit statistical data in accordance with program outcomes as required.
- Support the development and implementation of Main Street Project’s strategic plan
- Liaise and work on special projects and outside working groups as time permits.
- In partnership with the MSP staff team, carry a small panel of complex individuals to consult on.
- Consult with case work – participate in a multi-disciplinary team alongside the Program Manager of Case Management who will request specific consult for complex mental health presentations in all programs. (non-urgent- refer to other services.
MySafe Program
- As part of a multi-disciplinary team, participate in the development of program standards, processes, policies, deliverables, and reporting.
- Evaluate applications to the program and assess applicants to determine if the applicant meets program requirements.
- Assist participants with the development, implementation, and review of their care plan.
- Consult with partnering medical providers on participant care plans and progress.
- Educate program participants on the MySafe program, harm reduction approaches, and safer substance use.
- Monitor and support the physical & mental health of participants as needed.
- Advocacy for the creation of safe supply
Harm Reduction:
- Provide guidance on harm reduction approaches, tool, supply and drug checking options for MSP
- Organize the distribution of Naloxone within the agency.
- Train and oversee managers and coordinators on the administration, distribution and education of naloxone for participants.
- Ensure accurate and timely reporting on the use and distribution of naloxone within the agency.
- Provide substance use education and awareness to staff and participants.
EDUCATION & QUALIFICATIONS
- Active practicing licensure with the College of Registered Nurses of Manitoba
- Knowledge, competence and ability to demonstrate clinical nursing skills and concepts in accordance with practice and nursing standards
- Basic knowledge and skills to work with computers, and electronic software programs
- Satisfactory employment record required.
- Demonstrated knowledge and experience supporting health outcomes through a harm reduction approach.
- Additional Wound Care & Diabetes course preferred.
- Responsible for maintaining and providing proof of active registration with the College of Registered Nurses of Manitoba.
- Satisfactory Criminal Record Check with Clear Vulnerable Sector Search and Clear Adult Abuse Registry Check required. Employee is responsible for any service charges incurred.
- Employees must present current CPR & basic first aid.
- Employees must hold a valid driver’s licence.
- Non-violent Crisis Intervention and mental health first aid training is considered an asset.

- College of Registered Nurses of Manitoba Standards of Practice and Code of Ethics, Personal Health Information Act (PHIA), Protection of Persons in Care Act, Mental Health Act, Workplace Hazardous Material Information System (WHMIS), Principles of Routine Practices (Universal Precautions) and other legislated acts.

- Demonstrated ability to apply Housing First philosophies in their day to day support of clients.

WORKING CONDITIONS
- Must be able to meet physical demands as required by the job - ability to lift items as heavy as 50 lbs.
- May be exposed to infectious waste, communicable diseases, condition, etc.,
- Interacts with participants, family members, staff, visitors and government agencies.
- Intermittent physical activity including walking, standing, sitting, lifting and supporting participants.
