Are you a caring, dedicated leader who shares our commitment to lovingly supporting pregnant and newly parenting Indigenous women as a pathway to healing and to prevent homelessness? The Aboriginal Coalition to End Homelessness Society (ACEH) is in search of a House Manager for its *NEW* 15-unit Culturally Supportive House that opened in early 2025 named XEXE PAHLATSIS LELUM, offering 24/7 care to support prenatal and postnatal Indigenous women who are experiencing housing precarity and/or substance use disorder. The XEXE PAHLATSIS LELUM Manager will oversee daily operations and supervise the program team comprised of an Elder, Cook, Aunty, Programs Coordinator, and Perinatal Wellness Workers. They will also have a lead role in liaising with community partners offering specialized services, such as HerWay Home.

JOB DETAILS

Position Type: Salaried, full-time, 40 hours per week with on-call duties.

BenefitsExtended health benefits offered through Sun Life; 8 paid Wellness Days; 5 paid sick days plus additional sick leave credits accrued monthly; 3 unpaid personal days; and 15 paid vacation days annually.

Salary: $76,960 - $83,200 annually less statutory deductions.

Start Date: contingent upon receipt of a cleared Criminal Record Check through the Criminal Records Review Program (CRRP)

Location: XEXE PAHLATSIS LELUM on Fort Street, Victoria BC; and other ACEH sites as required.

This position is part of a Special Program under section 42 of the B.C. Human Rights Code. The Aboriginal Coalition to End Homelessness is committed to advancing equity through the exclusive hiring of self-identified women, with priority given to self-identified Indigenous women for the position of XEXE PAHLATSIS LELUM Manager. 


Responsibilities

  • Lead intake process for Family Members, including referral management, assessing personal suitability, and forming/building relationships.  Suggest and provide referrals for Family Members aligned with their identified priorities. This may include mental health, substance use, family programming, housing, recreation, and cultural support. Support with transitions into and out of XEXE PAHLATSIS LELUM, including welcoming and orienting new Family Members. 
  • Uphold provincial child protection regulations including the Child, Family and Community Service Act (CFCSA).  
  • Establish and build relationships with relevant community programs and services (i.e., Ministry of Children and Family, Development, hospitals, Supportive Housing providers, clinics, Indigenous midwives, FNHA etc.). 
  • Coordinate the care of Family Members by collaboratively creating Care Plans and organizing ongoing case management. Support with integration of ACEH Decolonized Harm Reduction services including land-based healing and family reunification programming.  
  • Coordinate celebrations for milestones including births and birthdays. 
  • Ensure that XEXE PAHLATSIS LELUM is physically well-maintained, and that staff are working in accordance with outlined policies and procedures such as wellness checks, and visitation schedules. 
  • Assist in hiring, onboarding, supporting, and performance evaluation of the XEXE PAHLATSIS LELUM team. This includes conducting probationary reviews, performance reviews, and identifying needs regarding personal and professional development. 
  • Provide supervision to a large team of support staff including an Elder, Cook, Aunty, Programs Coordinator, and Maternal-Infant Support Worker. Responsible for employee attendance management including timesheets, absences, shift adjustments, calling out unfilled shifts and schedule vacancies and arranging last-minute shift coverage, and reviewing schedules in advance to identify potential upcoming issues. Ensure Averaging Agreements are completed and submitted in a timely manner.
  • On-call after-hours for emergencies as per operational requirements (first three months, full time. Thereafter one full week per month).
  • Responsible for the effective and supportive communication between staff, Family Members, community agencies and service providers, maintaining respectful, responsive working relationship with community service providers and partners. 
  • Facilitate regular staff meetings and meetings and house meetings with the Family Member’s (FM) toward continual program improvement. 
  • Provide support through conflict resolution, de-escalation, and mediation as needed.
  • Manage and oversee the program budgets ensuring the program is functioning within operating budget. Complete reporting and budget projects as required.
  • Develop and manage the house inventory. Maintain and update tracking processes, purchasing, etc.  .
  • Organize professional development and staff wellness opportunities. 
  • Implement and evaluate program planning, objectives, policies, and procedures. 
  • Employ and engage with Case Administration Managements System (CAMS)  to support comprehensive and culturally supportive care. Respond to Critical Incident Reports and Incident Reports.
  • Liaise with ACEH leadership to problem solve, develop policies, and attend management meetings. 
  • Maintain confidentiality, privacy, and record keeping in accordance with the PIPA and the Society’s Act. 

Education and Experience: 

  • Minimum 2 years' experience in a manager position. 
  • Post-secondary education in related field (i.e., maternal-child health, social work, counseling).
  • Experience or personal insights working with Indigenous mothers and newborns, with lived experience of housing instability and substance use.  
  • Required experience with and knowledge of budget management. 
  • Required experience or personal insights working cooperatively with people with disabilities, lived experience, and addictions considered an asset. 
  • Required current Ministry of Justice Criminal Record Check for Working with Vulnerable Adults and Children.    
  • Required valid First Aid Certification. 
  • Required to have class 5 driver's license and working vehicle. 
  • Preferred Naloxone Overdose Training and Certification. 
  • Preferred Non-Violent Crisis Intervention Certification. 
  • Preferred Completion of specific training programs or certifications related to perinatal support, childbirth education, lactation consulting, or doula training. Preferred experience working with children, families and new mothers.
  • Preferred Knowledge of cultural practices and traditions related to birthing and child rearing.  
  • Preferred Experience working with non-profit organizations, family support, social services, and Indigenous support services and programs.

  • Ability to work independently and effectively respond to and manage competing demands while adhering to deadlines within a fast-paced environment 
  • Effective written, electronic, and verbal communication skills to facilitate interprofessional collaborative practice, healthy and culturally safe environments, and a respectful workplace for community members, staff, guests and volunteers 
  • Sound understanding of the intergenerational trauma that occurs as a result of government institutions as well as the history of Indigenous peoples in Canada.
