Reports to: Director, Employment and Training
Location: Hamilton, ON
Hours of Work: 37.5 hours per week

Accountable for the management and provision of high-quality employment and training programs and services for clients in need of employment supports, women, men, gender diverse and non-binary individuals and individuals with multiple barriers including self-disclosed disabilities. Ensures high quality programs are designed and delivered and oversees case management, fund reporting, budget allocation and management of staff.
· Develops and manages the successful delivery of all aspects of Programs, and other programs as assigned;
· Ensures program design, planning, development, staffing, participant recruitment, budgeting, operations, quality assurance, stakeholder engagement, communications, and evaluation;
· Ensures program outcomes are achieved according to set targets and quality standards;
· Monitors programs and projects to mitigate risks, ensures compliance with policies and procedures; escalating to Director as required;
· Manages the marketing and promotion of programs and activities; working with Department Director, and other departments including Human Resources, Philanthropy and Communications and Finance;
· Prepares reports for the Director on activities and outcomes of programs under responsibility as required, with meticulous attention to detail;
· Provides staff with guidance and advice on employment and training issues (e.g. referral of clients and coordination of client activities to third parties, employment training sessions career and job development activities with clients and employers, etc.); handles client conflicts and escalations;
· Oversees case management meetings and assessments, approving client intakes and exits;
· Supports team in case management and client follow ups;
· Establishes Functional objectives; matters concerning policy changes are referred to the Department Director;
· Identifies and prioritizes challenges; escalates as required;
· Assists Director in developing and monitoring annual departmental budget, manages and monitors project budgets;
· Works collaboratively with funding bodies and service delivery partners;
· Investigates and cultivates opportunities for additional funding sources (grants) and community programs (e.g. tax clinics) as required;
· In collaboration with the Director seek out opportunities for external fund development and assist with proposal writing;
· Prepares reports and presentations for stakeholders and funders;
· Communicates, consults, educates and influences stakeholders (e.g. funders/sponsors, employers);
· Represents the YWCA Hamilton at community events and on relevant committees (e.g. Skills Development Flagship, Advisory Indigenous Homeward Bound Committee, Hamilton Employment Service Council, Youth Can Committee); often in an advisory role;
· Ensures that service expectations for professional communication, documentation and recordkeeping are maintained at a high standard;
· Maintains high level of confidentiality when working with sensitive and personal client disclosures, employee information and contract information;
· Knowledge and understanding of factors influencing under- employment in different social groups, particularly clients with high employment barriers and newcomers;
· Represents the YWCA Hamilton and always maintains outstanding public relations skills and a professional image in the community;
· Nurtures and forms meaningful internal and external working relationships and partnerships;
· Maintains high level of confidentiality when working with sensitive employee and client information;
· Stays current on emerging trends, leading practices and legislation;
· Directly manages 8 employees; including recruiting, training and evaluating performance;
· Demonstrates and models strong leadership behaviours as a member of the YWCA leadership team;
· Fosters a safe and healthy work environment; ensures employees comply with health, safety standards that meet or exceed legislated requirements;
· Supports YWCA Hamilton mission, vision and values;
· Participate and provide mandatory organizational and departmental trainings and meetings;
· Perform other duties as required.
WORKING CONDITIONS:
· Works 37.50 hours work week, on site, including evenings and weekends and travel as required.
Qualifications
· Completion of 3 years’ university in business, human resources or equivalent;
· Minimum 5 years’ experience working in business and/or the employment service sector, with a minimum of 1-year management experience;
· Experience in Employment Ontario case management and performance commitments;
· Career Development Practitioner (CDP) is an asset;
· Certified Human Resources Practitioner (CHRP) or Certified Human Resources Leader (CHRL) is an asset;
· Strong learning agility and is able to learn and adapt to new systems and technologies as needed;
· Ability to work on-site with availability to work occasional evenings and weekends with some travel as required;
· Must have current Emergency First Aid and CPR certificate or willingness to obtain at own cost;
· Must be able to lead and work from a feminist, anti-racist / anti-oppressive perspective for operations and strategic planning;
· Excellent written and verbal communication skills;
· Must provide a current Criminal record Judicial Matters or willingness to obtain at own cost;
· Ability to work independently with minimal supervision, and also work effectively in a team;
· Bilingual English/French or other languages an asset.
