MSP uses housing-first and harm reduction principles in the provision of a safe, respectful and accessible place for individuals who are experiencing homelessness or at risk of homelessness in the community. Job Summary

The Outreach Coordinator provides overall coordination and supervision of Main Street Project’s (MSP) van outreach program and associated services including (but not limited to), the supervision of staff and program budget in collaboration with second Outreach Coordinator and Director of Community Initiatives. 

The Outreach Coordinator leads the implementation of program policies and procedures, and the coordination with other programs within the Agency to ensure seamless and comprehensive services. The Outreach Coordinator is additionally responsible for liaising with external parties including (but not limited to) folks experiencing homelessness, City and Provincial staff, stakeholders, and other parties with a goal of building and maintaining relationships built on trust and strong collaboration.   


Key Responsibilities

Operational Oversight:

  • Ensure the programs overall operations continuously run efficiently, delivering program services in the most consistent way possible
  • Responsible for the implementation and maintenance of program policies, procedures and activities consistent with MSP’s mission, vision and goals.
  • Responsible for communicating staffing needs to Director, supporting in the interview process, managing resources and supporting with managing staff performance
  • Coach, mentor and develop staff, including onboarding and training
  • Review documentation and provide feedback, recommendations and coordination within MSP and other outreach services
  • Support with periodic leading of Encampment Coordination meetings with internal and external stakeholders, updating on existing encampments, people living unsheltered and safety risks
  • Supporting required outcomes related to the Province’s Your Way Home Strategy (YWH), ensuring accurate data keeping on community members wanting to be housed, maintaining positive relationships with internal/external housing partners (Sunshine House, Siloam Mission, etc.), with rotating attendance at all YWH meetings
  • Work closely with City Services to respond to 311 calls pertaining to encampment and encampment clean-ups
  • Monitoring supply levels and ensuring timely supply ordering
  • Reporting and following up on maintenance concerns

Work with Outreach Organizations and Workers (Support and Caseworkers)

  • Linking with outreach organisations to stay abreast of existing encampments and people living unsheltered
  • Holding and tracking a central list of people living unsheltered and their next steps
  • Linking with outreach caseworkers to track efforts to support each person living unsheltered towards next steps
  • Ensure full 24/7 staff coverage across program
  • Supporting with bi-weekly payroll in PayWorks

Cultural Safety and Security:

  • Create a culturally safe and secure environment where people feel safe and draw strength in their identity, culture and community

Relative Services:

  • Model and nurture a trauma-informed care approach in all interactions with staff and relatives, mentor staff to develop and strengthen their knowledge and understanding of trauma-informed care

Leadership, Team Supervision and Team Coordination:

  • Train and coach staff, developing a strong and skilled team
  • Oversee schedules for all shifts, resolve scheduling issues, and fill in scheduling gaps as needed. 
  • Directly address/report staff issues, including staff complaints, conflict resolution and disciplinary issues; document issues and ensure appropriate team members are notified on matters of concern
  • Provide support to all staff including responding to emergencies from staff on-site 
  • Participate in program and organization development, including planning and attending team meetings

Support for Collaboration

  • Support Regular meetings of collaborators to move the YWH initiative forward as needed, and to facilitate problem solving whether outreach, housing focused or both.

Data Collection and Reporting Work

  • Track participation of community members throughout all aspects of the Your Way Home Strategy including:
    • Moves from encampments to housing options
    • Moves from Housing options back to encampments
    • Tracking of incident disclosure from community members living unsheltered
  • Ongoing collection of feedback from participants on their experience, and incorporation of feedback as appropriate into the Your Way Home approach. 
  • Participation in and at times lead in reporting work to the province and other bodies.

Qualifications

  • Two years’ experience in human services, preferably working with adults challenged by homelessness, mental illness and/or chemical Post secondary education in the field of addictions and mental health is considered an asset
  • Relevant post-secondary education is considered an asset. 
  • Experience in a management or administrative role is considered an asset
  • Proficient computer literacy
  • Ability to communicate and work effectively with staff from various backgrounds and disciplines. 
  • Excellent organizational and time management skills
  • Ability to work with a client-centered care philosophy 
  • Ability to assess crisis and work in a crisis situation
  • Ability to understand and comply with PHIA regulations
  • Excellent communication skills, both verbal and written, and excellent listening skills
  • Ability to communicate and work effectively in a multidisciplinary team
  • •Subscribe to the philosophy of cooperation and continuity across programs, and of consideration and respect for participants
  • Knowledge of Indigenous culture
  • Knowledge of the effects of poverty and the determinants of health
  • Ability to work effectively with participants displaying unpleasant and/or aggressive behaviour
  • Demonstrated ability to apply Harm Reduction and Housing First philosophies in their day-to-day support of participants
  • Ability to work flexible hours to meet program needs

Additional Requirements

  •  Satisfactory Criminal Record with clear Vulnerable Sector Search, and a clear Child and Adult Abuse Registry Check is required. The employee is responsible for any service charges incurred.
  • Valid CPR & Basic First Aid
  • Non-violent Crisis Intervention and mental health first aid training is considered an asset
