Manager of WorkBC Contract

Days/Hours of Work: Monday to Friday: 8:30 AM - 5:00 PM - 37.5 hours per week (One late shift per week finishes at 7 pm)
Location of work: The location will rotate between Sidney and/or Salt Spring Island WorkBC offices. There will also be opportunities to work remotely.

POSITION SUMMARY:
Reporting to the Director of Employment Services, the WorkBC Contract Manager is responsible for the effective operations of the WorkBC storefront, satellite offices and sub-contractors within the geographic areas of the Saanich Peninsula and the Gulf Islands. They supervise the front-line service delivery staff, including subcontractors, by providing training, leadership, guidance and consultation. Within the parameters of self-serve, case management and case-managed services, the Manager will ensure consistent, effective and quality service delivery focused on achieving key performance measures outlined in the WorkBC contract and WorkBC policies.
DUTIES AND RESPONSIBILITIES:
Service Delivery
- Oversee and monitor the day-to-day operations and service delivery of WorkBC
- Monitor contract performance against key deliverables and key performance measures
- If and as required, provide support to the Director in developing action plans to meet or exceed key performance measures
- Provide interpretation and guidance on WorkBC policies and procedures, and help strengthen program integrity and compliance
- Chair regular team meetings
- Prepare for and attend meetings with the Director and funder, the Ministry of Social Development & Poverty Reduction
- Participate in online education and webinars provided by Ministry
- Work collaboratively with the Director in supervising WorkBC activities of the Community Liaison Coordinator
- Provide information and support to WorkBC sub-contractors and vendors to ensure optimum service delivery and adherence to WorkBC policies
- In cooperation with the Director, liaise with Ministry, service delivery sub-contractors, community resource agencies and personnel as required
Human Resources
- Onboard new administrative team members onto government platforms (BCeiD, Extranet & ICM)
- Ensure direct reports participate in Ministry privacy training
- Oversee the orientation, training and mentorship opportunities of direct reports
- Participate in and review activity of direct reports through the Standout platform
- Provide coaching and support to direct reports
- Identify, recommend, plan and implement group employee training needs and strategies
- Supervise direct reports in the administration of duties to meet operational requirements
- Work cooperatively with the community liaison coordinator, general team lead and director to develop and implement recruitment strategies to ensure service utilization and targets for client volumes are met
- Monitor ongoing ICM and policy training provided to direct reports
Writing & Reporting
- Update and implement an annual high quality WorkBC Annual Business Plan through administering quality assurance and best practices to ensure program operational integrity
- Create and submit semi-annual report on WorkBC Annual Business Plan to the Director & Ministry
- Coordinate with WorkBC team for Ministry requests for Data Quality, Assurance & Risk and other ad-hoc reports for the Director’s review and approval
- Submit monthly invoices and budget forecasting to the Ministry
- Oversee the corrections and resubmission of returned invoice items
- Monitor ICM User Verification reports
- Provide the director with monthly and quarterly reports for case management, quality assurance and any other ad-hoc reports required by the director and/or Ministry
- Work with the team and the director to write draft proposals for new funding
- Perform other duties as required
EDUCATION AND EXPERIENCE:
- Post-Secondary education in related field (Certified Career Development Practitioner (CCDP) Designation or equivalent preferred)
- Minimum five years in a management /supervisory capacity in Employment Services, including managing a business
- Minimum three-five years’ experience working with diverse Clients in Employment Services
- Minimum three years’ experience working collaboratively with government contract funders, including contract implementation
- Demonstrated experience in building collaborative community relations
- Experience with ICM database and WorkBC policies

- Skilled in the use of MS 365 (Teams, Excel, Word, Outlook, etc.)
