Accountable for the management and provision of high quality and trauma informed housing supports, crisis response, case management, and counselling services for women and children facing homelessness and violence. Oversees programs and projects related to the YWCA Hamilton Transitional Living, Phoenix Place, Putman Family YWCA, and other housing projects as assigned to meet the needs of women in crisis including supervision, crisis management, case management, funding reporting, budget allocation, and management of staff.
· Oversees the smooth, effective, and trauma informed day-to-day operation of residential services, counselling and case management programs;
· Provides oversight to Supervisor team on best practice approaches to housing, case management, crisis response, and counselling programs, including program, development, training and evaluation (e.g. referrals, intakes/discharges, crisis management, case management);
· Tracks and provides oversight to targets and deliverables of various program funders, ensuring reports are provided to Director on a monthly / as needed basis;
· Provides leadership and logistical support to the integration of teams across Housing and GBV programs, in collaboration with Manager, Low Barrier and Harm Reduction Services and Manager, Supervised Parenting;
· Monitors programs and projects to mitigate risk, ensure compliance with policies and procedures;
· Monitors client fees and responds to unpaid fees, to keep the program within budget;
· Works with the Facilities department to maintain quality housing facilities that provides dignity to residents;
· Informs and guides program case management practices and implementation of tools which focus on client needs and strengths;
· Approves resident discharges in collaboration with Program Supervisors and return admissions based on program policies;
· Assists Director with program policy development and ensures that all policies and procedures are current, in alignment with corporate policies and best practices are incorporated;
· Follows procedures for Serious Occurrences and Serious Incident reporting; keeps Director informed;
· Guides staff in mitigating risks to staff, clients and community while providing services to a high-risk population; escalates to Director as required;
· Directly manages up to 6 staff; indirectly manages 20-30 front-line employees including training, monitoring and evaluating performance;
· Works in partnership with other staff in the writing of grants to additional funding sources;
· Responsible for assisting Director with external reporting and presentations;
· Takes a leadership role in the community on housing, homelessness and violence against women, including participation at community planning tables (e.g. WHPC);
· Nurtures and forms meaningful internal and external working relationships and partnerships to advance housing strategies;
· Communicates, consults, educates and influences stakeholders (e.g. funders/sponsors, municipal officials, health authorities);
· Works with program funders (City of Hamilton and Ministry of Community and Children’s Social Services) to implement requirements and coordinate with other service agencies;
· Appropriately represents YWCA Hamilton in public relations with media and the community with prior approval as per policy;
· Advocates to local organizations (i.e. hospitals, police, shelters) for clients and outreaches to improve coordination of services;
· Provides training to staff and identifies professional development for staff on emerging trends, leading practices and legislation affecting violence against women services, homelessness and housing programs;
· Maintains appropriate recordkeeping and expense reporting in accordance with YWCA policies and procedures;
· Identifies and evaluates risks associated with program operations and takes appropriate action to control the risks;
· Supports the team in managing the impact of vicarious trauma when working with clients at risk;
· Maintains high level of confidentiality when working with sensitive and personal client, employee and contract information;
· Stays current on emerging trends, leading practices and legislation affecting violence against women, homelessness responses, and housing programs, regulations and directives;
· Demonstrates and models strong leadership behaviours as a member of the YWCA leadership team;
· Fosters a safe and healthy work environment; ensures employees comply with health, safety standards that meet or exceed legislated requirements;
· Supports YWCA Hamilton mission, vision and values;
· Perform other duties as required.
WORKING CONDITIONS:
· Works a standard 37.50-hour work week; regularly on-call rotation for emergencies, crisis situations and resourcing issues;
· Often works in high conflict situations requiring resolution and safety planning for clients and staff.
Qualifications
· Completion of 3 years’ college or university in social or human services, or equivalent;
· Minimum 5 years’ experience working in housing or shelters, with a minimum of 1-year management experience;
· Knowledge of key issues including homelessness, housing, violence against women, poverty, mental health and addictions;
· Must be able to lead and work from an intersectional feminist, anti-racist/anti-oppressive perspective for operations and strategic planning;
· Must have current Standard First Aid and CPR certificate or willingness to obtain at own cost;
· Must provide a current Vulnerable sector police check or willingness to obtain at own cost;
· Knowledge and skills in feminist, trauma informed crisis intervention and supportive counseling;
· Ability to work a schedule which includes regular on-call rotation for emergencies, crisis situations and resourcing issues;
· Excellent communication skills, including oral and written;
· Bilingual English/French or other languages an asset.
