Position Summary 

The Construction Safety Officer (CSO) provides dedicated, site-based health and safety support for an assigned construction project. The CSO is responsible for implementing and administering the site-specific safety plan, ensuring compliance with Líl’wat Construction Enterprises’ Health and Safety Program, WorkSafeBC requirements, and applicable client and regulatory standards.

The CSO reports administratively to the General Manager Construction Enterprises and works day-to-day under the direction of the Site Superintendent and HSE Manager for the assigned project. This role acts as a key liaison between project teams, subcontractors, and the corporate safety function, providing both technical and administrative safety support to promote a strong safety culture on site.

Key Deliverables and Expectations

• Implement, administer, and actively promote the LCE Health and Safety Program on the assigned project site

• Support the Site Superintendent and HSE Manager in maintaining a safe, compliant, and well-coordinated worksite

• Develop and maintain strong, professional working relationships with site leadership, employees, and subcontractors

• Conduct site-specific safety orientations for new, transferred, and subcontracted workers

• Monitor compliance with WorkSafeBC regulations, COR requirements, owner safety standards, and applicable legislation

• Conduct regular site inspections and audits; prepare and submit inspection reports to the Site Superintendent and HSE team

• Review contractor safety documentation to ensure alignment with LCE safety requirements and site expectations

• Conduct risk assessments when work conditions, equipment, materials, personnel, or processes change

• Assist with the development and maintenance of Job Hazard Assessments (JHAs), safe work procedures, and project safety plans

• Investigate and report incidents, near misses, and hazards; provide clear, practical recommendations to prevent recurrence

• Coordinate and deliver safety meetings, toolbox talks, emergency response drills, and other site safety initiatives

• Ensure safety bulletins, postings, emergency plans, and required documentation are current and visibly posted on site

• Maintain accurate and timely safety records, reports, and documentation

• Communicate safety performance, trends, and emerging risks to the HSE Manager, Site Superintendent, and construction leadership

• Liaise with external safety agencies, inspectors, and industry partners as required

• Support safety coverage and monitoring during non-routine work hours, including weekends or extended shifts when needed

• Contribute to the continuous improvement and development of LCE’s Health and Safety Program

• Work effectively both independently and as part of the project team, maintaining a professional, proactive presence on site


Experience and Attributes

• Minimum 1 year of experience working as a Construction Safety Officer in an active construction environment

• Valid Construction Safety Officer (CSO) certification recognized in British Columbia

• Advanced First Aid or current Occupational First Aid Level 3 (OFA 3) certification

• Strong working knowledge of WorkSafeBC regulations, Workers Compensation Act, and industry best practices

• Familiarity with BCCSA COR requirements

• Ability to identify hazards, assess risk, and implement practical controls

• Strong communication and interpersonal skills, with confidence interacting with workers, supervisors, and contractors

• High attention to detail and a proactive, solutions-focused approach

• Ability to work with minimal direction while modelling safe work practices and professional conduct

• Comfortable working in a fast-paced, active construction environment

• Basic computer proficiency, including Outlook, Word, and PowerPoint

• Experience with Procore or similar construction management systems is an asset

• Positive, engaged, and respectful approach that promotes participation and accountability in safety
