Position Location: JHSS Provincial office. Travel will be required as part of this position, at times last-minute or extended.

Program Background: HOMEBASE is an Integrated Youth Services (IYS) model of care. IYS is a global movement, aimed at transforming how youth, young people and their families find and access the resources, services and supports they need. Saskatchewan’s model will be branded and purpose-built to fit the requirements and needs of our province and will aim to reduce existing barriers to accessing needed services, such as but not limited to mental health, primary health, cultural and social services. HOMEBASE will support youth aged 12-25, in reaching their full potential by integrating and co-locating a range of youth-targeted services and supports, using a stepped-care approach. Initial funding will support the development and operation of four HOMEBASE Youth hubs in communities across the province. HOMEBASE Youth hubs will offer a one-stop centre in the community, providing rapid access to quality, evidence-based, integrated, culturally safe, youth-targeted services and supports, with a focus on prevention and early intervention.

HOMEBASE offers a range of core services that include, but are not limited to, the following key supports:

  • Mental health and addiction services;
  • Physical health services;
  • Education, employment, and training supports;
  • Social and community services;
  • Youth and family peer support;
  • Tradition and cultural supports; and,
  • Other services as identified by community need.

The John Howard Society of Saskatchewan has been selected to lead Integrated Youth Services (IYS) as the Backbone organization in Saskatchewan. The Backbone organization is responsible for implementing a consistent and comprehensive provincial IYS model, as well as establishing and fostering collective and strategic partnerships. It is also responsible for providing leadership, provincial direction, and ongoing support for long-term operation of four physical IYS sites in Saskatchewan in addition to virtual services.

Job Summary: The John Howard Society of Saskatchewan is seeking an experienced Virtual Care Services Lead to join our HOMEBASE Backbone Team. As a member of the Backbone Team, the Virtual Care Services Lead will be responsible for planning, designing, strategies, implementation, monitoring and improvement of virtual services for HOMEBASE in Saskatchewan. The Virtual Care Services Lead plays a critical role in the design, development, and implementation of virtual care services that align with the youth hubs’ core service areas. This position supports system innovation by working collaboratively with youth, caregivers, community partners, and internal teams to ensure virtual services are youth-driven, accessible, culturally responsive, and relevant to the needs of youth and caregivers.

Duties: Reporting to the Director of IYS and working closely with HOMEBASE Backbone Team, the responsibilities of this position will include the following:

Virtual Care Development and Implementation:

  • Work closely with the Youth Co-Design Team, community partners, and the backbone team to identify virtual care service needs across core service areas: mental health and addiction services; physical health services; education, employment and training supports; social and community services; peer supports; cultural and traditional supports; and other community-identified services.
  • Support the design and implementation of virtual care services based on youth-identified needs, ensuring services are integrated into the youth hubs' website for easy access.
  • Collaborate on the design and development process, with a focus on launching initial virtual services within the year.

Partnership and Contract Management:

  • Maintain strong working relationships and contracts with existing community partners providing virtual services.
  • Identify and pursue new partnership opportunities to expand virtual service offerings in alignment with core service areas.
  • Manage and update service agreements to ensure quality, accountability, and alignment with youth needs and hub priorities.

Youth and Hub Engagement:

  • Engage the Youth Co-Design Team and youth hub staff regularly to gather feedback, monitor effectiveness, and adjust virtual service offerings based on community input.
  • Ensure youth voices, community feedback, and cultural considerations are embedded into all stages of virtual service design, delivery, and evaluation.
  • Promote continuous quality improvement through feedback loops, service evaluations, and adapting programming to evolving community needs.

Creates positive and sustainable relationships with all stakeholders to ensure the smooth and effective operation of services throughout the province.

Perform other related duties as assigned.

Education, Training, and Experience:

  • Experience in virtual service design, implementation, and evaluation, particularly in youth and community settings.
  • Strong ability to engage youth, caregivers, and community stakeholders in co-design and service development.
  • Proven skills in contract management, partnership development, and service coordination.
  • Knowledge and understanding of the core youth hub service areas, with a focus on integrated, holistic care models.
  • Excellent project management, communication, and organizational skills.
  • Ability to work collaboratively across multiple teams and adapt to a dynamic, evolving virtual care environment.
  • The candidate will meet qualifications for membership with their professional body.
  • The ideal candidate would have experience providing leadership to a network/community of practice and understanding of varied service delivery models, including virtual care.

Knowledge, Skills, and Assets:

  • Knowledge of health care and systems/ service delivery models.
  • Understanding of prevention and early intervention
  • Knowledge of provincial government and government ministry decision-making processes.
  • Knowledge of relevant legislation, regulations, policies, programs and services.
  • Knowledge of providing care in communities which include rural, community and specialized centres including an understanding of the demographic/ cultural aspects of these communities.
  • Demonstrated ability to create and implement novel and innovative approaches which have reduced barriers to care.
  • Demonstrated ability to lead change, inspiring and engaging others and promoting change behaviours.
  • Ability to communicate effectively, both verbally and in writing including advanced report presentation and writing skills.
  • Effective facilitation skills and the ability to motivate and influence practitioners, clinicians, health sector stakeholders, leaders, clients and other key stakeholders.
  • Advanced skills in complex problem solving, planning, project management, change management and group process.
  • Ability to work effectively, both independently and as part of a team.
  • Ability to exercise sound judgment, critical thinking and effective decision-making.
  • Ability to critically assess policy and procedures and affect change.
  • Ability to respond to changing priorities and unforeseen circumstances.
  • Ability to provide leadership, guidance and direction to a network of IYS sites, staff and within a leadership team.
  • Ability to effectively manage budget and resources.
  • Strong time- and project-management skills, with an ability to effectively respond to complex and competing priorities in a large-scale, collaborative initiative.
  • Demonstrated ability to organize and prioritize work, at times in fast-based or changing environments.
  • Ability to work collaboratively with others to produce effective deliverables.
  • Proficient in Microsoft 365 (Teams, Excel, Word, SharePoint, etc.), virtual meeting software, and other applications relevant to the position.
