Purpose of Position:
The People & Culture (P&C) Operations Specialist plays a critical role in ensuring the accuracy, compliance, and efficiency of core HR systems and processes. This role supports many business partners include finance, payroll, operations and youth-facing roles. Supporting payroll, benefits administration, HRIS, and regulatory compliance while maintaining high standards of data integrity. This role will support staff from an educational lens of benefits, entitlements and front-end user functionality. 
This role works collaboratively with P&C Employee Experience Specialist to ensure all areas such as training, policy communications, systems support and KPIs are effective and efficient. This role prioritizes systems functionality, compliance, payroll, reporting, administration and employee process improvements and knowledge of systems.   

Key Responsibilities
HR Administration
•    Maintain accurate employee records including contracts, job changes, and employment documentation
•    Administer benefits enrollment and changes for Group Health and RRSP 
•    Ensure all personnel files are complete and audit-ready
•    Track KPIs and provide input and recommendations on improvements
Payroll & Benefits
•    Work closely with payroll to ensure all changes and systems efficiencies are up to date
•    Conduct audits related to payroll and benefits administration
•    Meet with employees to discuss enrolment options and education
•    Work with vendors to schedule benefits and RRSP education sessions and monitor progress through quarterly reporting
•    Case Management of STD, LTD, Parental and ESA statutory leaves 
•    Conduct all year end processes including vacation, merit increases and entitlement allocations 
Compliance & Policy
•    Monitor regulatory changes and ensure organizational compliance
•    Maintain HR documentation and records in accordance with legal requirements
•    Maintain Policy and Procedure Manual with updated legislation changes and organization education of changes to all staff
HR Systems (HRIS)
•    Maintain HRIS systems and ensure data integrity
•    Generate reports and analytics to support leadership decision-making
•    Identify and implement process improvements within HR systems
•    Support training initiatives of systems, benefits and additional trainings as required
Recruitment Support
•    Review and audit new hire documentation for accuracy and compliance
•    Process new hire data within systems
Employee Relations 
•    Manage case management activities through full life cycle (start to end of leave)
•    Maintain tracking tools and KPIs for employee relations matters
•    Intake employee concerns as required and support conflict resolution initiatives with staff and leadership
•    Conduct return to work and accommodation meetings 
•    Support all WSIB functions 
•    Support in fact-finding and intake should an internal investigation be initiated
Performance Management
•    Support performance management cycles (system setup, tracking, reporting) including annual evaluation processes and coaching 
•    Organize documentation and maintain structured records
Off-boarding
•    Manage termination processes and documentation
•    Ensure compliance with off-boarding procedures
•    Track and report exit data
•    Conduct exit interviews 
Special Projects
•    Lead HR projects as assigned 
•    Support employee engagement initiatives 
•    Support training initiatives including monitoring KPIs, expenses, gaps and effectiveness 
•    Lead any systems implementations and changes including change management support

Qualifications
Education & Experience
•    Post-secondary education in Human Resources, Business Administration, or related field
•    CHRP/CHRL designation (or working toward) is considered an asset
•    3–5+ years of HR experience, with a strong focus on HR operations, payroll, or HRIS
•    Experience supporting compliance and audits in a regulated environment
Technical Skills
•    Strong experience with HRIS systems and payroll platforms (e.g., Payworks or equivalent)
•    Advanced proficiency in Microsoft Excel and reporting tools
•    Strong data management and auditing capabilities
