Human Resource Manager
Summary/Objective:
The Crocker Art Museum is dedicated to promoting an awareness of and enthusiasm for human experience through art. This position helps fulfill this by implementing HR policies, overseeing payroll, 401(k), and benefits administration, ensuring compliance with labor laws, and fostering a positive workplace culture that aligns with the Museum's mission and values.
ESSENTIAL FUNCTIONS:
Specific duties include, but are not limited to, the following:
Employee Relations & HR Operations
- Act as the first point of contact for employee inquiries regarding policies, procedures, benefits, and HR-related concerns.
- Oversee onboarding and offboarding processes, including new hire orientations and exit interviews.
- Support managers in handling performance, disciplinary, and conflict resolutions matters.
- Conduct prompt, thorough, and impartial HR investigations into employee complaints, policy violations, or workplace incidents.
- Document investigation processes and outcomes clearly and confidentially.
- Maintain accurate and confidential employee records in accordance with legal and organizational standards.
- Oversee DEAI staff committee.
Payroll & Benefits Administration
- Administer semi-monthly payroll processing, ensuring accuracy and timeliness in compliance with federal, state, and local regulations.
- Manage employee benefits programs, including health insurance, COBRA administration, retirement plans, FMLA, and other leave policies.
- Serve as the primary liaison with benefits providers; coordinate open enrollment and respond to employee benefit inquiries.
- Reconcile payroll and benefit report dates in conjuection with the Finance department.
- Coordinate with 3rd party administrators and brokers to manage 401(k) and benefit plans.
- Administer workers' compensation policy and audit.
- Assist employees with benefits and retirement-related questions and issues.
Compliance, Policy, and Safety Oversight
- Ensure compliance with all applicable employment laws and regulations.
- Develop, review, and update HR policies and procedures.
- Coordinate annual compliance traininings (e.g. anti-harassment, safety).
- Oversee basic workplace safety protocols and assist in implementing safety-related training and documentation in coordination with museum leadership.
- Ensure incident reports are properly completed and tracked, and assist with follow-up as needed.
- Ensure compliance with all applicable employment laws and regulations.
Recruitment & Talent Management
- Collaborate with department heads to develop staffing strategies.
- Oversee recruitment efforts, including job postings, interviews, and performance review processes.
- Maintain a plan and continue to implement necessary changes to increase employee retention metrics.
- Develop and maintain a positive, healthy, inclusive, and safe work environment to ensure employee satisfaction.
- Other duties and projects as assigned.
SKILLS aND Experience:
- Bachelor’s degree in human resources, business administration, or related field; PHR/SPHR or SHRM-CP/SHRM-SCP preferred.
- Minimum of 5 years of progressive human resources experience, including at least 3 years with direct responsibility for payroll and benefits administration.
- Strong knowledge of federal and state labor laws, payroll regulations, and HR best practices.
- Understanding workplace safety standards and OSHA basics is a plus.
- Experience with payroll systems (e.g., Paylocity or similar) and HRIS platforms.
- Excellent interpersonal, organizational, and communication skills.
- Ability to work collaboratively in a diverse, mission-driven, and creative environment.
- Strong presentation skills.
- Must demonstrate a high level of integrity and maintain strict confidentiality with sensitive employee and organizational information.
