Human Capital Security Adviser (SME) Subject Matter Expert
QUALIFICATIONS:
- Must live in the DMV Area (Washington DC, Maryland or Virginia).
- Must have a Master's Degree from an accredited college or university.
- Must have a minimum of two (2) years’ experience in the field of Personnel Security.
- Must have Knowledge of the Childcare Background Checks process and procedures such as the State Criminal History Repository (SCHR) Checks, Installation Records Check (IRC), e-QIP applications and fingerprint results interpretation.
- Must have the ability to review investigative materials and fingerprint results and prepare recommendations for adjudication and/or recommend course of action for negative suitability results.
- Secret clearance required.
- Must meet DoD 8570 requirements.
- Demonstrated experience in managing HR operations and programs in an organization or agency of wide scope.
- Knowledge of Federal HR and Equal Employment Opportunity (EEO) policies, programs, regulations, and practices.
- Knowledge of the standard principles and practices of classification and the analytical and evaluative methods and techniques required to gather and study position information; to interpret and apply position classification standards; and to determine classification of positions.
- Knowledge of other HR processes sufficient to relate classification issues to them.
- Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
- Ability to gather and analyze facts, and draw conclusions from information, and to communicate information clearly, orally and in writing and perform position management advisory services in regard to immediate, specific, non-controversial problems of limited scope.
- Ability to consult effectively with co-workers and specialists in other offices.
- Ability to input, store, retrieve data and perform quality review of data elements in DCPDS.
EDUCATION:
- Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management.
DUTIES & RESPONSIBILITIES
- Review, analyze and evaluate background investigations to determine suitability requirements and security eligibility where applicable; determined suitability of applicants and processed initial and periodic updates for background investigations for the Defense Health Network (DHN).
- Updates Personnel Investigations Processing System (PIPS) with Security/Suitability Investigation Index (SII) data on each scheduled case.
- Administratively manages data into prescribed formats required by external databases.
- Provide classification advisory and consultative services to the Director/Deputy Director, supervisors, senior leaders, management officials, and commanders of served organizations.
- Responds to classification issues involving complex projects/problems that require expert advice and/or procedural interpretations.
- Analyze classification operations to identify problem areas, and to develop solutions for improving efficiency, accuracy, and quality of services.
- Monitor program implementation and administration to assure compliance with classification policies, regulations, and practices.
- Offers authoritative advice and assistance to supervisors and managers to help them achieve the most efficient, effective, and economical usage of human resources in their organizations.
- Advises management regarding the impact reclassification or restructuring of positions may have on other positions within the organization, manpower requirements, overall organizational structure, and/or financial resources.
- Coordinates actions with other HR activities, senior management officials, and Budget and Manpower officials.
- Provides management advisory services affecting organizations with a wide variety of position and personnel actions.
- Assignments include trouble-shooting complex and sensitive problems and issues requiring a working knowledge of human resources principles, concepts, practices, laws, regulations, and a wide range of analytical methods and techniques to resolve HRM problems not susceptible to treatment by standard methods.
- Researches and evaluates new or proposed regulations, policies, and/or laws to provide technical guidance and advisory services to senior management officials and other HR specialists.
- Requests for Personnel Actions (RPAs) and monitors the status of RPAs via the Defense Civilian Personnel Data System (DCPDS).
- Utilizes various database applications to create and develop both simple and complex reports to support daily civilian personnel-related work and civilian personnel-related data analysis.
