Who we are looking for
Circuit Media is seeking a Technical Writer to serve our federal government clients. This individual will get to work with the United States Coast Guard (USCG), located in Norfolk, VA and other government partners at Circuit Media. This position will be hybrid with in-office and telework days. The ideal candidate will have extensive experience with Federal regulatory and stylistic requirements for communications, outreach, and rulemaking. The Technical Writer will play a crucial role in ensuring information presented in accurate, thorough, and easy to understand while meeting agency policy compliance. Key Responsibilities
Coordinate policy analysis to identify additional information needs, assist with additional research or project support.
Identify areas of inconsistency across documents and work across authors to resolve. Edit text for consistency across authors to maximize readability.
Develop briefings and summaries to report to managers about trouble areas, schedule deviations, or emerging concerns, elevating risks as they are detected.
Review and analyze public comments, identifying policy issues presented in public comments, summarizing commenters' recommendations and prioritizing high-risk issues.
Conduct regulatory impact analyses to quantify the costs and benefits of a regulation and alternatives.
Prepare and coordinate written responses to public comments (including revisions to regulatory text) and explanatory text for inclusion in a final rule, as needed.
Assist in planning and delivering rollout materials including public presentations or webinars as needed.
Assist with moving final rules through the clearance process by preparing and organizing materials to facilitate reviewer feedback and decisions and responding to comments from reviewers.
Proofread, review and edit rulemaking-related documents including briefing materials, memos and summaries.
Provide editorial support for written materials drafted by NOP staff that relate to standards work, such as, policy positions/deliberations, rulemaking, and clarification of regulations.
Develop and write technical documents for various clients including reports, tutorials, training manuals and data sheets.
Coordinate and prioritize multiple projects to meet deadlines and deliver high-quality content.
Assist communications team in distilling technical information into audience specific marketing and communication materials.
Verify the accuracy of technical information and ensure that it is presented in a clear and understandable manner.
Provide writing and editing services for various government clients.
Qualifications
Knowledge, Skills, and Abilities
A thorough understanding of the federal notice-and-comment rulemaking process is required.
Knowledge and experience working within Federal government regulations and guidelines regarding:
Writing, editing and project management support;
Experience meeting federal accessibility requirements (508 Compliance);
Experience conducting and utilizing market/audience research to inform
Development of outreach materials and strategies;
Experience creating templates and strategies to enable a client to use these tools for rulemaking management and execution into the future, across a range of platforms;
Experience meeting federal style guidance for graphic design and written material;
The rulemaking development process.
- Occupational safety, environmental health, or industrial hygiene.
Excellent written and verbal communication skills in English.
Strong organizational and multitasking skills.
Strong understanding of marketing principles and best practices.
Proficient in using various communication tools and software (e.g., Adobe Creative Suite, Microsoft Office, Google Business Tools).
Knowledge of digital marketing trends and technologies.
Ability to create compelling and engaging content.
Attention to detail and ability to proofread and edit effectively.
Adaptability and flexibility to handle multiple projects simultaneously.
Ability to take direction and work collaboratively with a team.
Minimum Requirements
Bachelor’s Degree required
5 years related experience, with demonstrable working knowledge of Federal, regulatory, and stylistic requirements for communications, outreach, and rulemaking.
Preferred Requirements
Masters Degree preferred
10 years related experience, with demonstrable working knowledge of Federal, regulatory, and stylistic requirements for communications, outreach, and rulemaking.
Experience with Human Performance Technology
Experience with Instructional System Design
Experience with training and developing eLearning
Experience with graphic design

Salary Range: $65,000-$75,000 annually. Dependent on relevant experience, knowledge, and performance.
