THE COUNCIL OF MINISTERS OF EDUCATION, CANADA (CMEC) is an intergovernmental body providing leadership in policy development, program administration, and research at the pan‑Canadian and international levels. Located in the heart of Toronto (steps from the St. Clair subway), CMEC is seeking a:


BILINGUAL ANALYST, OFFICIAL LANGUAGES

Full-time, 12-month contract, starting early April 2026

Current annual salary range: $64,513–$90,181

Work arrangement requires in-office presence at various times throughout the year, but can otherwise be remote or hybrid.   


This position is a member of the Canadian Office and Professional Employees Union (COPE) Local 343.

The bilingual Analyst, Official Languages plays a central role in planning and delivering the activities of the Official Languages Unit at CMEC. Of note, the successful candidate will coordinate two major annual events (approximately 250 and 75 participants, respectively) in different places in Canada. Additionally, this role oversees a variety of meetings, activities, and projects throughout the year. 


The position requires strong organizational skills, attention to detail, and the ability to maintain productive working relationships with senior officials in provincial and territorial ministries/departments and with a range of interested parties and partners. The analyst role is ideal for someone who thrives in a collaborative, fast-paced environment and excels at coordinating with multiple parties under tight deadlines.  


The position reports directly to the Coordinator, Official Languages, and works with a team of 10 employees. It contributes to the success of Canada’s pan-Canadian Official Languages Programs: Odyssey, Explore, and Destination Clic.


Key responsibilities

  • Plan and deliver two major annual events, including all logistics (hotel bookings, accommodations, audiovisual needs, catering, registrations, and on-site support)
  • Prepare event materials such as programs, briefing notes, presentations, and communications
  • Liaise with internal colleagues, provincial/territorial representatives, external partners, and suppliers, and lead the work of planning committees
  • Develop and maintain detailed project work plans to ensure milestones, deadlines, and deliverables are consistently met
  • Monitor large budgets and contracts to ensure efficient use of resources
  • Work proactively with provincial and territorial representatives to establish consensus on various unit activities
  • Support or lead the organization of other meetings, activities, and projects related to the unit
  • Prepare materials for annual meetings with provincial/territorial coordinators Conduct scans and analyses of provincial/territorial education policies, initiatives, and programs related to the Official Languages Programs, as needed  


Key qualifications


Required:

  •  Postsecondary education in a relevant field (equivalent work experience will also be considered)
  • Minimum of two years of experience in analytical work, planning events, project management of varying sizes, or other comparable relevant experience 
  • Strong organizational and time-management skills, with the ability to handle multiple priorities and meet deadlines
  • Excellent communication and interpersonal skills, with the ability to work effectively with senior officials and a range of internal and external partners
  • Demonstrated experience managing simultaneous projects involving multiple parties and with competing priorities (e.g., work plans and progress reports)
  • Demonstrated experience managing logistics, such as venue contracts, supplier negotiations, travel arrangements, and participant services
  • Ability to work independently and collaboratively within a small team
  • Strong networking skills
  • Highly developed decision-making and problem-solving skills
  • Exceptionally detail‐oriented
  • Proficiency with Microsoft Office
  • Proficiency with virtual collaboration tools such as Zoom and Microsoft Teams
  • Bilingualism (English and French) required


Preferred:

  • Experience working on projects related to Canada’s official languages
  • Experience working with or for government ministries/departments or agencies
  • Knowledge of Canada’s education systems
  • Familiarity with intergovernmental processes
  • Experience working with government partners or in a nonprofit/association environment is an asset


Note: this position requires attendance at in-office meetings or events in Toronto approximately 5–15 times per year. Occasionally, the Analyst’s presence in Toronto may be required under short notice.
