Location: INUVIK, NT

Position Status: FULL-TIME (37.5 HOURS PER WEEK)

The CFO is accountable to the Grand Chief and Board of Directors to ensure relevant legislation, regulations, directives, policies and procedures are in place to support the delivery of GTC programs and services. As part of the Senior Leadership Team, the Chief Financial Officer will play a key role in developing a strong organizational culture, which sustains continuous growth in the implementation of the Gwich’in Comprehensive Land Claim Agreement (GCLCA).

CORE RESPONSIBILITIES

Strategic Planning - Develops and implements strategic plans with the Executive and Leadership Team, setting goals and addressing key issues. Manages operational and capital budgets, providing financial guidance. Establishes policies, collaborates on issue analysis, and develops solutions.

 

Financial Administration - Oversees financial resources, ensuring compliance with policies and legislation. Manages financial operations, including budgeting, reporting, payroll, and risk management. Provides financial guidance for strategic and operational planning while maintaining internal controls and safeguards.

 

Financial Reporting - Leads budget preparation and monitors expenditures across the organization. Ensures accurate variance reporting and financial statements. Prepares and presents audited financial reports to the Board and Annual General Assembly.

 

Human Resources & Corporate Services - Manages human resources strategy, IT infrastructure, and administrative needs, ensuring alignment with policies and organizational objectives. Oversees facility and vehicle requirements.


Ongoing Management - Ensures compliance with financial and HR policies while providing expert financial advice. Leads policy development, conducts environmental scans, and updates policies based on emerging trends. Oversees departmental budgets, financial reporting, and staff management.

Audit - Leads external audit preparations, establishes priorities, and manages auditor relationships. Reviews and implements recommendations while ensuring adherence to accounting standards across Gwich’in Councils.

E.      Value Driven:  Understands the contractual and financial levers that support strong partnerships with governments and partner organizations. Has demonstrated an ability to structure deals that have mutually beneficial terms and structures. 

QUALIFICATIONS

The qualifications required for this position includes:

  •         A Chartered Professional Accountant, ideally with a University Degree in Business Administration or similar discipline. CFA designation would be considered an asset.
  • Experience overseeing human resources, information technology or community services would be considered an asset. 
  • At least ten (10) years experience in financial management, reporting and accounting in a senior level capacity. 
  • Superior communication and presentation skills, both oral and written.
  • Ability to analyze and interpret legislation, policies and procedures.
  • Knowledge of strategic management, leadership and negotiation principles, theories and concepts. 
  • Cross-cultural experience and is sensitive to issues of inclusion and is able to implement programs related to workplace diversity.
  • As this is a highly sensitive position, verification of identity and a criminal records check are required. 

COMPENSATION

A competitive compensation plan will accompany the successful candidate including a comprehensive benefit plan.
Preference may be given to candidates who are Gwich'in Participants and have experience working in the non-profit or public sectors or in an Indigenous Government/Organization, preferably in a northern context.
