The Aboriginal Coalition to End Homelessness Society (ACEH) is an Indigenous-led non-profit organization and registered charity, dedicated to supporting Indigenous peoples experiencing homelessness by providing Culturally Supportive Housing and Decolonized Harm Reduction services through its Dual Model of Housing Care approach. Our work centers around the voices of the Indigenous Street Family who share their experiences, immediate needs, and solutions.

Through building partnerships locally and island-wide, the ACEH works to identify and address systemic and structural barriers and share information, resources, and lessons learned while also providing cultural support, connections, and housing stability.

Our Vision: Our way is to care for all our people, from the youngest to the oldest. We are all one. Some of our people living away from home are suffering, isolated and homeless. We stand together to end homelessness.

JOB DETAILS:

Position Type: Monday – Friday. 8-4PM, on call every second week in the evening.

Salary: $79,268.8 (38.11 per hour)

Benefits: Sun Life Coverage; Quarterly Wellness Day (4); an additional Wellness Day per quarter for on- call responsibilities; and 10 paid Vacation Days.

Start Date: Dependent on receiving a “screened-in” letter from MCFD.

Location: Saanich, BC.

About the Role:

Reporting to the Director of Community Programs, the Youth Care Home Manager will lead a team in lovingly providing Culturally Supportive Housing and services at the Youth Care Home to 6 Indigenous Youth (12-19) in the guardianship of Surrounded by Cedar Child & Family Services. The Youth Care Home Manager is responsible for program development, leadership, management, regulatory compliance, and community relationship building in a way that upholds the organization's mission, vision, values, and practices. The Youth House Manager also offers non-judgmental support, advocacy, information, and referrals to Youth Family Members. Building strong community relationships, being a good neighbour, and familiarity with available resources is essential. This position operates in a high-stress environment, often dealing with crises, and requires the ability to function independently and effectively manage various situations, including emergencies.

Responsibilities:

Staff Oversight & House Operations (50%)

  • Assist in hiring, onboarding, and supporting Youth Care Home staff including Care Workers, Elder(s), and an Aunty or Uncle. 
  • Manage and oversee scheduling to ensure 24/7 coverage and approve timesheets to payroll bi-weekly.
  • Hold regular team check-ins toward continual program improvement.
  • Lead conflict resolution, de-escalation, and mediation as needed.
  • Organize professional development and staff wellness opportunities.
  • Ensure compliance with licensing requirements for annual inspections (i.e., site maintenance, record keeping, posting menus, emergency plan etc.)
  • Implement and evaluate program planning, objectives, policies, and procedures.
  • Regularly conduct emergency preparedness drills. 
  • Maintain confidentiality, privacy, and record-keeping in accordance with the Personal Information Protection Act (PIPA) and the Society’s Act.
  • Develop and manage the inventory.
  • Lead maintenance plans.
  • Lead incident and emergency response.

Youth Support & Community Relations (40%)

  • Collaborate with Surrounded by Cedar Child & Family Services on intake and case management to maintain a balanced Youth Family Member dynamic.
  • Facilitate positive relationships between Youth Family Members and team members.
  • Support Care Plan development for Youth Family Members and advocacy toward meeting their personal goals in areas of: health, substance use, income, housing, employment, family reunification, cultural connection, education, life skills, and parenting.
  • Familiarize Youth Family Members with house policies and procedures, including care for the property, safety protocols, and expectations for living communally.
  • Lead a Family Meeting biweekly to discuss updates, challenges, and upcoming events.
  • Liaise with the Land-Based Healing and Youth Program Manager’s to organize land-based and social events. Planning inclusive of a Work Plan with assigned responsibilities and a projected budget for approval.
  • Coordinate with ACEH Outreach services for resident Youth Family Members who may be street-involved, using substances, or at risk of exploitation. This may require the involvement of the ACEH’s Place of Hope program.
  • Work alongside the supervising physician and pharmacist to ensure medication administration and licensing compliance.
  • Work alongside biological and extended families in a meaningful, respectful, and engaging way.
  • Engage and collaborate with Social Workers, Caregivers, and Education Professionals.
  • Build neighbour relations with the community.

Administration & Planning (10%)

  • Develop a Handbook for Team Members that outlines basic facility processes and information such as parking, keys, emergency preparedness, staff directory, policies, etc.
  • Complete budget projections, self-audit reporting to SCCFS, and 1-2 proposals annually for supplementary program funding.
  • Monthly update reports and newsletter to Guardians. 
  • Monitor CAMS for team-wide case management and incident reporting.
  • Develop and provide an in-service training session quarterly about the Youth Care Home.
  • Represent the Youth Care Home site on the Occupational Health and Safety Committee.
  • Attend mandatory Management meetings.
  • Develop monthly program calendar with land-based, cultural, life skills, recreational and more. 
  • Iterate and develop policies for the Youth Care Home in alignment with the Dual Model of Housing Care and licensing requirements. 
  • Keep Sharepoint up to date with resources and team-wide updates.

Qualifications And Education Requirements

  • Required post-secondary education and/or training in a related field (i.e., Child and Youth Care, Social Work)
  • Preferred 2 years of leadership experience in a union setting.
  • Required Valid First Aid Certification.
  • Required Naloxone Overdose Training and Certification.
  • Preferred Non-Violent Crisis Intervention Certification.
  • Required experience or personal insights into working cooperatively and non-judgmentally with people with disabilities, lived experience, addictions, etc.
  • Experience with and knowledge of budget management.
  • Experience or personal insights working cooperatively with Indigenous youth with disabilities, lived experience, and addictions are considered an asset.
  • Experience working with non-profit organizations, family support, social services, and Indigenous support services and programs is considered an asset.
  • Preferred relevant Indigenous post-secondary education and/or training in combination with a minimum of one year’s related experience. Education and credentials will be valued only as much as work experience.

Preferred Skills And Abilities

  • Awareness and understanding of the Community Care and Assisted Living Act.
  • Strong knowledge about standards, regulations, and legislation related to caring for Indigenous youth (i.e., Duty to Report).
  • Progressive understanding of persistent mental illness, addictions, and other challenges and how these impact people's overall health, well-being, and quality of life
  • Proven ability to be highly self-motivated, demonstrated initiative and recommend changes when required to improve operations.
  • Ability to work holistically, professionally, and non-judgmentally as you work with a broad range of personalities, needs, cultures, lived experiences, and abilities.
  • Ability to work independently and effectively respond to and manage competing demands while adhering to deadlines within a fast-paced environment.
  • Effective written, electronic, and verbal communication skills to facilitate interprofessional collaborative practice, healthy and culturally safe environments, and a respectful workplace for community members, employees, guests, and volunteers.
  • Sound understanding of the intergenerational trauma that occurs because of colonization, Residential Schools, Sixties Scoop, and other oppressive systems as well as the history of Indigenous peoples in Canada.

Required: 

  • Consent forms and clearance by the Ministry of Child & Family Services’ Hub: Consent for Disclosure of Criminal Record Information AND Consent for Prior Contact Form
  • List of all addresses where you have resided since the age of 18 outside of BC.
  • Provide an Out Of Jurisdiction (OOJ) police clearance for each location you have resided in IF you have lived outside of Canada for 6 months or more since the age of 18.
  • Compliance with BC’s Immunization and TB Control Programs
  • Valid First Aid that meets the requirements of Schedule C
  • Record of Work History
  • Valid BC Driver's License
  • Clean Driver’s Abstract
  • Dependable Vehicle
  • Naloxone Training by a qualified healthcare professional (can be provided).
  • Three work-related references (no more than three years old).
