Summary:

The Southeastern Massachusetts Regional 911 District is seeking a highly skilled and dedicated Treasurer to join our team on a part-time or contractor basis. The Treasurer will be responsible for managing and overseeing the financial operations of the District, including receiving, investing, and disbursing all funds, maintaining accurate financial records, preparing financial statements, and ensuring compliance with all applicable laws and regulations. Performs all other related work as required.

The Southeastern Massachusetts Regional 911 District (SEMRECC) is a government authority established under the laws of the Commonwealth of Massachusetts. We proudly serve the towns of Foxborough, Mansfield, Norton, and Easton as a primary Public Safety Answering Point (PSAP) and operations center. Additionally, SEMRECC serves as Bristol County Control, coordinating mutual aid and major incidents across the county.

Key Responsibilities:

The following are general descriptions of the essential job tasks of the position. Other related tasks may be assigned as necessary and appropriate. 

·         Receive, invest, and disburse all funds of the District in accordance with the direction and approval of the Board of Directors.

·         Maintain accurate and comprehensive financial records on the basis of generally accepted accounting principles.

·         Establish and maintain a segregated revolving fund account and other appropriate accounts for the District.

·        Prepare and issue quarterly and annual financial statements to all participating communities and the Financial Advisory Subcommittee.

·         Ensure the District undergoes an independent third-party audit, with results provided to relevant stakeholders.

·         Maintain and reconcile the District’s general ledger, accounts payable, accounts receivable, payroll processing, bank accounts, and other financial systems.

·         Prepare year-end 1099s and W-2s and manage grant administration functions.

·         Reconcile the Revolving Fund Account annually, crediting or billing participating communities as appropriate.

·         Provide the Board of Directors with a list of services and rates for approval at the start of each term.

·         Performing other duties as assigned by the Executive Director or his/her designee. .

·         The treasurer will be responsible to perform the specific duties identified in the District Agreement and shall be subject to M.G.L. c. 41, section. 35, 52, and 109A and all other statutes pertaining to District compliance. 

Essential Knowledge, Skills, and Abilities:


·         Bachelor’s degree in Finance, Accounting, Business Administration, or a related field; CPA or MBA preferred.

·         Proven experience as a Treasurer, Financial Manager, or similar role, preferably within a governmental or public safety setting.

·         Thorough knowledge of G.L.c. 41 §§ 35, 52, and 109A, and familiarity with governmental accounting principles and practices.

·         Strong analytical skills and attention to detail.

·         Proficient ability in problem solving and mathematical skills and the ability to maintain accurate and detailed records. 

·         Excellent organizational and time-management abilities.

·         Proficiency in financial software and Microsoft Office Suite.

·         Strong communication skills, both written and verbal.

·         Ability to work independently and as part of a team.

·         High level of integrity and commitment to ethical standards.

·         Department of Revenue reporting experience preferred.

·         Extensive financial software systems experience preferred.

Technology:

Requires advanced computer skills in Microsoft Office Suite, including Outlook, Word, and Excel. The role also necessitates proficiency with various other financial and administrative software tools and systems.

Compensation:

Competitive hourly rate or contractor fee commensurate with experience.

Special Consideration:
