About the Program:
Guthrie Therapeutic Community (GTC) is a specialized four-month residential substance misuse treatment program serving adult males who are in provincial custody at Nanaimo Correctional Centre. This 48-bed therapeutic community, separate from the rest of the correctional centre, combines work, treatment, counselling and behavioural modelling to address the root causes of addiction and give residents a chance at a new beginning.
Since 2007, John Howard Society of Victoria has partnered with BC Corrections to deliver this unique program, the first therapeutic community to operate in a Canadian correctional facility. Nanaimo Correctional Centre, located at 3945 Biggs Road, and operated by the province, houses individuals awaiting trial or serving a custodial sentence under two years.
About the Role:
The Program Manager will oversee and maintain the integrity and fidelity of our Therapeutic Community Program. Demonstrate leadership, innovation and ability to ensure contract deliverables and client outcomes are met. This position will be responsible for supervising key personnel, including Addictions Counsellors, Peer Counsellors, and Outreach Workers, to ensure the smooth operation of the program. The Program Manager will also be responsible for consulting with the Ministry's contract manager and ensuring compliance with safety and security procedures.
Responsibilities:
Meet program milestones and outcomes as identified in contracts and organization expectations.
Support capacity by providing addictions counselling.
Provide accurate and timely activity and statistical reports on a monthly/quarterly/annual basis.
Develop/ evolve program content and delivery (as needed) to ensure program continuously meet the requirements for a Therapeutic Community and the changing needs of the residents.
Ensure compliance with all applicable safety and security precautions and procedures as required by NCC.
Analyze financial information (e.g. revenues and expenditures) to ensure all operations are within budget.
Responsible for Program Analytics as per John Howard Society of Victoria and BC Corrections requirements.
Assist in the preparation of proposals as necessary.
Ensure quality control and contract compliance Oversee and maintain the integrity and fidelity of the Therapeutic Community Program.
Provide supervision and guidance to the therapeutic community, Addictions Counsellors, Peer Counsellors, and Outreach Worker.
Consult with the Ministry's contract manager on all matters pertaining to the Therapeutic Community Program.
Team Management:
Schedule program staff, ensuring staff coverage, as required.
Provide coaching, mentorship, case consultation and performance management for staff.
Provide feedback and guidance to program staff in the course of their daily interactions, to ensure adherence with the organization policy and procedures, program and contractual expectations and requirement.
Implement policies and ensure staff compliance.
Conduct effective new employee orientations.
Supervise the activities and performance of GTC team.
Participate in development and provision of training, as required to maintain, and enhance program staff skills and performance.
Qualifications:
Bachelor’s or post-graduate degree in Social Sciences or a combination of equivalent related education and experience.
Minimum of 3 years’ experience overseeing the administration of addiction programs and services, including supervision of staff and clients, within a therapeutic community environment or residential addiction treatment program, preferably in a correctional setting.
Proven experience in stakeholder engagement and collaboration
Experience in development and delivery of Therapeutic Programs considered an asset
Demonstrated skills and understanding in the elements and practices of a traditional therapeutic community prescribed by Dr. G Deleon, The Therapeutic Community, Theory Model and Method
Demonstrated ability to successfully manage programs aimed at treatment and sustained recovery for addiction
Demonstrated ability to utilize recognized assessment tools and admit individuals into a residential treatment and recovery program
Vulnerable Sector Check Clearance

Work Expectations:

Most tasks for this position are completed during the workweek, however occasional evening and weekend work may be required depending on program needs. Occasional travel to Victoria will be required.
